REGULAR SESSION MONDAY EVENING DECEMBER 1, 2014
The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening December 1, 2014 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Tim Kampsen, David Linderman, Tom Noble (3) Absent: Nancy Bryant, Heath Robinson (2).
Motion was made by Councilman Noble and seconded by Councilman Kampsen that the minutes from the last regular session held on November 17, 2014 be approved.
The monthly financial report will be presented at the next meeting.
Claim voucher was submitted to the council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Noble and seconded by Councilman Linderman that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Tim Kampsen, David Linderman, Tom Noble (3) NAY: None. Ordinance was declared passed and was given No. 2284.
Motion was made by Councilman Kampsen to donate $500.00 to the 2015 Silver Lake After Prom Party. Motion was seconded by Councilman Noble and approved.
Motion was made by Councilman Noble to approve the Application for Liquor License received from Fox Retail Liquor. Motion was seconded by Councilman Linderman and approved.
Motion was made by Councilman Noble to approve the cereal malt beverage applications received from Silver Lake 66, Wehner’s Thriftway and Casey’s. Motion was seconded by Councilman Linderman and approved.
Chief Call presented the monthly police report.
Public Works Superintendent Taylor presented the monthly public works report.
At the last meeting Public Works Superintendent Taylor told council that Lift Station No. 3 would not transfer to the generator and that he had contacted Kelly Electric about addressing this issue. He reported tonight that this issue has been resolved.
Public Works Superintendent Taylor contacted the local drainage district about the beaver dam causing a slight backup near the lagoon. They informed Taylor that they are not able to get their equipment to this dam location. Taylor has decided that with the assistance of Public Works Assistant Smith and as time allows, they will dismantle this dam.
Motion was made by Councilman Noble that city employees receive salary increases effective January 1, 2015. Motion was seconded by Councilman Kampsen and was then placed on final passage by roll call of the following vote: AYE: Tim Kampsen, David Linderman, Tom Noble (3) NAY: None. Ordinance was declared passed and was given no. 2285.
Mayor Smith briefly discussed year-end bonuses for city employees. These bonuses were approved at the last meeting. Smith told employees that this is a one (1) time only bonus and that council appreciates all the work that they do.
Motion was made by Councilman Noble to approve the Notice and Proof of Completion for the Pump Stations No. 1 and No. 2 Project as requested by the Division of Water Resources, Department of Agriculture. Motion was seconded by Councilman Linderman and approved

The Annual Tree Lighting Ceremony is scheduled for December 2, 2014 at 6:30 P.M. This ceremony will be held at the Silver Lake Community Building. Councilman Kampsen indicated that he would not be able to attend this ceremony.
The city has received a letter from Eldon Roberson with R & W Land Development regarding the development of six (6) lots in Block C of Lakeland Subdivision No. 1. City Attorney Luckman discussed options in regards to this letter and will respond to Mr. Roberson accordingly.
Mayor Smith reported that the filing deadline for the 2015 Spring Election is January 27, 2015. The terms of Mayor Smith, Councilman Kampsen and Councilman Robinson will expire in April.
The city has received notification that there will be no change in the current workers compensation experience rating.
A thank you letter has been sent to the Westar Energy Green Team thanking them for planting trees in Little Lake Park on November 13, 2014.
The city has been notified by Zito Media that due to an increase in costs, they will be adjusting their rates as of January 1, 2015.
Mayor Smith reminded council that the next meeting is scheduled for December 15, 2014 at 5:30 P.M.
Discussion was held about the house fire that occurred in Silver Lake the night before Thanksgiving. Councilman Noble mentioned and council agreed that the fire department did a great job in curtailing the spreading of this fire.
With no further business to come before council, Councilman Noble moved to adjourn the meeting at 6:05 P.M. Motion was seconded by Councilman Linderman and approved.
