REGULAR SESSION MONDAY EVENING DECEMBER 2, 2019
The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening December 2, 2019 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Larry Ross, Tom Noble, Heath Robinson, Tim Kampsen, Brad Bryant (5). Also present were City Attorney Luckman., Police Chief Call, Public Works Superintendent Taylor, City Clerk Brown and Assistant City Clerk Beam.
A couple of students from Silver Lake Jr. Sr. High School were present to observe the meeting.
A member from the public was here to discuss getting a temporary CMB License to have a beer garden for the 150th celebration in June of 2020.
Council discussed an earlier request by the 150th committee to use city property for the concert and beer garden. Council decided the Lions Park is the best place to have this event.
Council approved the parade route for the 150th celebration.
Motion was made by Councilmember Ross to approve the minutes from the last regular session held on November 18, 2019. Motion seconded by Councilmember Member Noble and approved.
Councilmember Bryant presented the Financial Report.
Claim vouchers in the amount of $10,863.66 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilmember Robinson and seconded by Councilmember Noble that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Larry Ross, Tom Noble, Heath Robinson, Tim Kampsen, Brad Bryant (5) NAY: None. Ordinance was declared passed and was given No. 2441.
City Accountant Boxberger was present to discuss transfers into reserve funds. Council decided to wait until the 2019 Audit is done, before transferring any money.
Motion was made by Councilmember Noble, seconded by Councilmember Robinson and approved to adopt a Resolution that would waive the requirements of K.S.A.75-1120a (a) for the year 2019. This statute relates to the generally accepted accounting principles (GAAP) in the preparation of financial statements and reports.
Motion was made by Councilmember Robinson to approve the application for liquor license received from Fox Retail Liquor. Motion was seconded by Councilmember Ross and approved.
Motion was made by Councilmember Robinson to approve the cereal malt beverage applications received from Silver Lake 66. Motion was seconded by Councilmember Ross and approved.
Police Chief Call reported there has been several vehicle break-ins this month.
Public Works Superintendent Taylor reported everything is running well. They fixed two water leaks last month.
Police Chief Call and Public Works Superintendent Taylor discussed the concerns they have about clean up and security for the 150 celebration. Council will take this into consideration in the future.
Public Works Superintendent Taylor brought a drainage problem to council’s attention. Council directed Taylor to speak with Engineer Pat Cox.

Police Chief Call wanted to let council know he planned on putting the part-time police officer (he hired for football games) on the schedule to help patrol when no one else is available to work.
Councilmember Kampsen discussed a grant application we received for benches and picnic tables.
Motion was made by Councilmember Robinson to approve an ordinance that said city employees may receive salary increases effective January 1, 2020. Motion was seconded by Councilmember Ross and was then placed on final passage by roll call of the following vote: Brad Bryant, Tim Kampsen, Tom Noble, Heath Robinson, Larry Ross (5) NAY: None. Ordinance was declared passed and was given no. 2442.
Municipal Court will be held Wednesday, December 4, 2019.
The Annual Tree Lighting is on December 3, 2019 at the community center at 6:30 P.M.
The next meeting is scheduled for December 16, 2019 at 5:30 P.M. The following meetings are scheduled for January 6th, 2020 and January 22nd, 2020 at 5:30 P.M.
With no further business to come before council, Councilmember Noble moved to adjourn the meeting at 6:38 p.m. Motion was seconded by Councilmember Ross and approved.
