The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening January 5, 2015 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Nancy Bryant, David Linderman, Heath Robinson (3) Absent: Tim Kampsen, Tom Noble (2).

Motion was made by Councilman Robinson and seconded by Councilman Linderman that the minutes from the last regular session held on December 15, 2014 be approved.

Councilmember Bryant presented the monthly financial report. She commented that everyone did a good job in curtailing the spending in 2014 as we came in under budget.

Claim voucher was submitted to the council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Robinson and seconded by Councilmember Bryant that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Nancy Bryant, David Linderman, Heath Robinson (3) NAY: None. Ordinance was declared passed and was given No. 2287.

Eldon Roberson with R & W Land Development was present to discuss the development of numerous lots in Block C of Lakeland Subdivision No. 1. He would like council to consider removing a stipulation that states that these lots will not be developed until the road is fully improved from Highway 24 North to the Northern boundary of the subdivision. No action was taken as Mr. Roberson needs to provide council with further information so they can be clear about his request.

A letter has been received from a local resident regarding the availability of the ball diamond at the City Park. This matter was tabled until the next meeting so full council is present, along with a representative from the Silver Lake Lions Club as they are responsible for supervising the use of this ball field.

Chief Call presented the monthly police report.

Public Works Superintendent Taylor presented the monthly public works report.

Motion was made by Councilman Robinson that the water/sewer rate increase be deferred to water consumed after February 1, 2015 as the billing cycle for water usage is behind due to the inability to read meters because of cold weather. Motion was seconded by Councilman Linderman and approved.

City Attorney Luckman will respond to a letter from the District Attorney’s Office asking for information on a case in which the city may be entitled to restitution.

Councilman Linderman reported that Jason “Jake” Fisher, the Administrative Hearing Officer for Silver Lake has recently changed jobs and he wanted to make sure he could remain the hearing officer. Council agreed that he could continue to serve in this position.

Chief Call updated council on an individual that the Silver Lake Police Department has been dealing with over recent months.

Public Works Employee Elwyn Miller has started custodian duties as the former custodian resigned on December 31, 2014.

Mayor Smith reported that City Hall Day at the Capitol is scheduled for February 4, 2015. The League of Kansas Municipalities sponsors this day at the capitol, which includes presentations by legislative leaders and league staff.

Mayor Smith suggested that council read several articles in the League News he provided and the latest issue of the Kansas Governmental Journal. He thought these were great articles that relate to city government.

Mayor Smith reminded council that the next meeting is scheduled for January 21, 2015 at 5:30 P.M. The following meetings will be held on February 2, 2015 and February 16, 2015 at 5:30 P.M.

With no further business to come before council, Councilman Robinson moved to adjourn the meeting at 6:38 P.M.  Motion was seconded by Councilman Linderman and approved.
