REGULAR SESSION MONDAY EVENING JULY 18, 2016


The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening July 18, 2016 with Mayor Smith conducting the meeting and the following Councilmembers present: Nancy Bryant, Tim Kampsen, Tom Noble, Heath Robinson (4) Absent: Larry Ross (1).

Motion was made by Councilmember Bryant and seconded by Councilman Noble that the minutes from the last regular session held on July 6, 2016 be approved.

Claim voucher was submitted to the council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Robinson and seconded by Councilman Noble that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: Nancy Bryant, Tim Kampsen, Tom Noble, Heath Robinson (4) NAY: None. Ordinance was declared passed and was given no. 2336.

Council reviewed the quarterly and yearly financial reports prepared by City Clerk Stadler. They compared these cash balances with previous financial reports.

Motion was made by Councilmember Bryant and seconded by Councilman Noble that the Authority to Award the Contract for the Geometric Improvement Project be approved. Mayor Smith noted that the city will not be required to pay matching funds for this project.

Motion was made by Councilmember Bryant that the Certificate of Deposit maturing at Silver Lake Bank on July 23, 2016 be renewed for a term of eight (8) months at an interest rate of .40 percent and that the Certificate of Deposit maturing at Silver Lake Bank on July 21, 2016 be renewed for a term of twenty one (21) months at an interest rate of .90 percent. Motion was seconded by Councilman Noble and approved.

Public Works Superintendent Taylor reported that other than a little minor work, the 2016 Street Repair Project has been completed.

Public Works Superintendent Taylor also reported that the owner of the lot that adjoins Lift Station No. 2 has contacted him about the easements on this property. City Attorney Luckman will review these easements prior to the next meeting.

Chief Call reported that a complaint was received regarding the number of days that fireworks were allowed to be discharged during the recent holiday week. He told this individual that next year she needs to attend the meeting when council is discussing the allowable days for discharging fireworks so they know there are some concerns.

At a previous meeting the council voted to donate $275.00 to Silver Lake PRIDE so they can rent a movie for a movie night they are hosting this summer. Mayor Smith reported that the Family Movie Night will be held on August 12th and the movie showing will be “Little Rascals”. The location will be on the east side of the Silver Lake Library.

At the last meeting council discussed several issues relating to the Silver Lake Housing Authority Board. City Clerk Stadler has found some documents relating to this board and City Attorney Luckman will review them prior to the next meeting.

Mayor Smith reminded council that the next meeting will be held on August 1, 2016 at 5:30 P.M. The following meeting will be held on August 15, 2016 at 5:30 P.M. Mayor Smith reminded council that the 2017 Budget Hearing will be held at the August 15, 2016 meeting.

Public Works Superintendent Taylor said he is still waiting for Shawnee County Rural Water District No. 2 to provide him an estimated fee for the city to hook onto their system as a backup contingency plan.

City Accountant Nick Novelly was present with a draft copy of the 2017 Budget. He has incorporated the changes that were discussed at the last meeting and answered a few questions that council had regarding these changes. Motion was then made by Councilman Robinson that City Accountant Novelly be directed to publish the Notice of the Budget Hearing as presented. The 2017 Budget Hearing is scheduled for August 15, 2016 at 5:30 P.M. Motion was seconded by Councilman Noble and approved.

With no further business to come before council, Councilman Noble moved to adjourn the meeting at 6:20 P.M.  Motion was seconded by Councilman Robinson and approved.
