REGULAR SESSION MONDAY EVENING MARCH 02, 2020
The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening March 02, 2020, with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Larry Ross, Tom Noble, Heath Robinson, Brad Bryant (4) Absent: Tim Kampsen (1). Also present were City Attorney Luckman, Police Chief Call, Public Works Assistant Smith, Clerk Brown and Assistant Clerk Beam.
A resident of the community was here to discuss their water bill.
Motion was made by Councilmember Ross and seconded by Councilmember Noble that the minutes from the last regular session held on February 17, 2020, be approved as written.
Councilmember Brad Bryant presented the monthly financial report.
Claim vouchers in the amount of $7067.58 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilmember Noble and seconded by Councilmember Robinson that said ordinance be accepted as read and was then placed on final passage by roll call vote of the following vote: AYE: Heath Robinson, Larry Ross, Tom Noble, Brad Bryant (4) NAY: None. Ordinance was declared passed and was given No. 2449.
Councilmember Kampsen arrived at 5:45 p.m.
Motion was made by Councilmember Noble to adopt a resolution that would allow a portion of the free and unencumbered balance remaining in the 2019 General Fund after all legal claims, purchase orders and obligations of whatever nature have been charged against said fund, but not to exceed the amount of $100,000 shall be transferred into the Capital Improvement Fund. Motion was seconded by Councilmember Kampsen and approved giving it Resolution No. 2020002
Motion was made by Councilmember Noble to adopt a resolution that would allow a portion of the free and unencumbered balance remaining in the 2019 Water Works Fund after all legal claims, purchase orders and obligations of whatever nature have been charged against said fund, but not to exceed the amount of $200,000 shall be transferred into the Utility Department Reserve Fund. Motion was seconded by Councilmember Ross and approved giving it Resolution No. 2020003
Discussion was held on when to begin discussing the 2021 budget.
Motion was made by Councilmember Ross that Mayor Mack Smith be delegated to sign on behalf of the city, all payment eligibility documents provided by USDA Farm Service Agency. Motion was seconded by Councilmember Kampsen and approved.
Motion was made by Councilmember Noble, seconded by Councilmember Ross and approved that the Farm Lease Agreement with Wendell Mohler, Dennis Mohler, Robert Mohler and Colleen Dougan be accepted for the 2020 crop season.
Public Works Assistant Smith presented the Waterworks report.
Police Chief Call Presented the Police Report.
The new tractor will be in sometime this week or next week.
It’s time to discuss the street project.
Regular session MARCH 02, 2020 cont’d
D.A.R.E. is halfway through the program. Graduation will be held on May 8, 2020, at 1:30 p.m., in the performing arts center at Silver Lake High School.
Storm agreement has been signed and returned.
Discussion was held on the 150th fireworks and the carnival.
The community meeting the Lions Club hosted on Saturday February 22, 2020 with Senator Vic Miller and Representative Fred Patton went well.
The City received a letter about lead and copper testing coming up from the Kansas Department of Health and Environment.
The Easter Egg Hunt will be held on 4-3-2020 at 6:30 p.m.
The sesquicentennial is having a meeting on Tuesday 3-3-2020
Municipal Court will be held on Wednesday March 4, 2020.
With no further business to come before council, Councilmember Noble moved to adjourn the meeting at 6:23 P.M. Motion was seconded by Councilmember Ross and approved.
