REGULAR SESSION MONDAY EVENING MAY 20, 2019

The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening May 20, 2019 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Tim Kampsen, Tom Noble, Heath Robinson, Larry Ross, Nancy Bryant, (5).

Motion was made by Councilman Ross and seconded by Councilman Noble that the minutes from the last regular session held on May 06, 2019 be approved as amended.

Councilmember Bryant presented the monthly financial report.

Claim vouchers in the amount of $3127.84 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Noble and seconded by Councilman Ross that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Tim Kampsen, Heath Robinson, Tom Noble, Larry Ross, Nancy Bryant (5) NAY: None. Ordinance was declared passed and was given No. 2425.

Mike Burton, a representative from the American Legion was present to discuss 2019 American Legion baseball team donation. Burton updated council on anticipated purchases for this year. After consideration by council, motion was made by Councilmember Bryant that $2,500.00 be donated to the American Legion for the 2019 ball season. Motion was seconded by Councilmember Robinson and approved.

Nicole Frehe, a representative from the Silver Lake Ball Association was present to discuss the 2019 Silver Lake Ball Association donation. Frehe updated council on anticipated purchases for this ball season. After consideration by council, motion was made by Councilmember Kampsen that $2,500.00 be donated to the Silver Lake Ball Association for the 2019 ball season. Motion was seconded by Councilmember Ross and approved.

Councilmember Ross presented a resident to council to be considered for the vacancy on the Silver Lake Planning Commission. Trenton Hanni resides outside of but within three (3) miles of the city and is willing to be on this committee. After consideration by council, motion was made by Councilmember Ross to approve Hanni for the committee. Motion was seconded by Councilmember Noble and approved.

Councilmember Ross presented a resident to council to be considered for the vacancy on the Silver Lake Board of Zoning Appeals. Greg Ross lives in the city limits. Motion was made by Councilmember Kampsen to approve Greg Ross to the committee. Motion was seconded by Councilmember Robinson and approved.

Public Works employee Smith presented council with an estimate to trade in the 4 year old gas lawnmower for a new diesel lawnmower. After discussion motion was made by Councilmember Noble to trade in old mower for new one. Motion was seconded by Councilmember Bryant and approved.

Chief Call updated council on the recent break-ins around town. Chief Call noted that St. Marys and Holton also had similar break-ins. The Sheriff sent out a Code Red call to the public reminding everyone to remove valuables from vehicles and lock doors.

Chief Call informed council that their county commission cards were reinstated by the new Shawnee County Sheriff.

Chief Call reminded council that at the June 3, 2019 meeting a resolution will be adopted authorizing the dates and times for the discharging of fireworks.



The new speed limit signs for in front of the daycare on Railroad are in and will be put up when the weather permits.

Brief discussion was held about the weeds around the Lions Club Sign on the west end of town, south of Hwy 24. This sign is not in city limits therefore the city does not have authority to take care of the weeds. Councilmember Ross said he would contact a member of the Lions Club.

Councilmember Robinson inquired about the 2019 Street Repair Project. Council was informed that the documents have been sent and when they have been filled out and returned the project will proceed.

Brief discussion was held concerning the concrete portion of the 2019 Street Repair Project. Councilman Noble provided Public Works Assistant Smith with the name of an individual he can contact about this project.

A Board of Zoning Appeals meeting is scheduled for June 13th at 7p.m.

The next meeting is scheduled for June 3rd at 5:30 P.M. The following meeting is scheduled for June 17th at 5:30 P.M.

Motion was made by Councilmember Noble to move into executive session at 6:02 P.M. to discuss an Attorney client privilege matter. Regular session to reconvene at 6:17 P.M. Motion was seconded by Councilmember Bryant and approved. City Attorney Luckman was present during this executive session

6:17 p.m. Council returned to public session.

Councilmember Bryant moved to provide a retirement gift to the retiring City Clerk in appreciation of her many years of service to the City. Motion was seconded by Councilman Ross and approved.

With no further business to come before council, Councilman Noble moved to adjourn the meeting at 6:25 p.m. Motion was seconded by Councilmember Bryant and approved.
