REGULAR SESSION MONDAY EVENING JULY 6, 2020

The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening July 6, 2020 at 5:30 PM with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Heath Robinson, Larry Ross, Tom Noble, Brad Bryant (4) Absent: Tim Kampsen (1). Also present were City Attorney Luckman, Public Works Superintendent Smith, Police Officer Ashcraft, Clerk Brown, and Assistant Clerk Beam.

A member of the 150th committee was here to give an update on the event that was panned for June 2020.

A citizen was here to express their concern for the amount of time the City gave people to lawfully discharge fireworks in the City limits. Mayor Smith explained the Firework Resolution is something council approves every year.

Motion was made by Councilmember Ross and seconded by Councilmember Noble that the minutes from the Special meeting held on June 15th be approved as written.

Motion was made by Councilmember Ross and seconded by Councilmember Noble that the minutes from the Regular Session held on June 15th be approved as written.

Motion was made by Councilmember Noble and seconded by Councilmember Ross that the minutes from the Special meeting held on June 18th be approved as written.

Councilmember Bryant presented the monthly financial report.

Claim vouchers in the amount of $6,616.05 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilmember Noble and seconded by Councilmember Ross that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Heath Robinson, Larry Ross, Tom Noble, Brad Bryant(4) NAY: None. Ordinance was declared passed and was given No. 2458.

City Accountant Boxberger was here to discuss the budget for 2021.

Motion was made by Councilmember Noble to approve an ordinance that said the Public Works Utility assistant may be paid a salary of $38,480.00 effective July 1, 2020. Motion was seconded by Councilmember Ross and was then placed on final passage by roll call of the following vote: Brad Bryant, Tom Noble, Heath Robinson, Larry Ross (4) NAY: None. Ordinance was declared passed and was given no. 2459.

Marc McCune was hired to fill the open Police Chief position. Marc’s first day will be July 13th, 2020. Marc does not reside in the USD 372 School District. Motion was made by Councilmember Noble to approve an ordinance that said the Police Chief may be paid a salary of $52,000.00 effective July 13, 2020. Motion was seconded by Councilmember Ross and was then placed on final passage by roll call of the following vote: Brad Bryant, Tom Noble, Heath Robinson, Larry Ross (4) NAY: None. Ordinance was declared passed and was given no. 2460.

Public Works Superintendent Smith gave the monthly water report.

Police Officer Doug Ashcraft was here to give the monthly police report.

It was noted that the citizens did a good job, for the most part, picking up the debris from the fireworks.

Council directs staff to take down the open position advertisement for the full-time police officer.

Discussion was held on the water pipe located on a property located on Chilson. Discussion was tabled.

Council received a complaint about the street surface surrounding the post office.

Discussion was held on the piles of dirt located on Lakeland Dr.

The online payment option is in the process of getting setup and running.

Sunflower Paving will begin the Street Project on Wednesday July 8, 2020.

There was a complaint about A property located on Theresa. It was noted that the owner is slowly cleaning the yard up.

Discussion was held on the Governing Body Compensation ordinance.

A Special meeting was scheduled for July 20th, 2020 at 1:00 pm.

The next meeting is scheduled for July 20th, 2020 at 5:30 P.M. The following meeting is scheduled for August 3rd, 2020 at 5:30 P.M and August 17th, 2020 at 5:30 P.M.

With no further business to come before council, Councilmember Noble moved to adjourn the meeting at 6:58 P.M. Motion was seconded by Councilmember Robinson and approved.
