The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening July 16, 2018 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Nancy Bryant, Tim Kampsen, Heath Robinson, Tom Noble, Larry Ross (5) Absent: None.

Ms. Carol Marple was present and introduced herself to council and told them that she is running for Shawnee County Commissioner. She provided them with information on county sales tax projects and funding for parks and asked them to contact her if they have any questions or concerns.

Motion was made by Councilman Ross and seconded by Councilmember Bryant that the minutes from the last regular session held on July 2, 2018 be approved as amended.

Claim vouchers in the amount of $18,642.53 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Noble and seconded by Councilman Ross that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Nancy Bryant, Tim Kampsen, Heath Robinson, Tom Noble, Larry Ross (5) NAY: None. Ordinance was declared passed and was given No. 2399.

City Accountant Tyler Boxberger presented council with a final draft of the 2017 Audit report. He reviewed this report and addressed a few questions that were asked. He also stressed the importance of having an up to date Capital Improvement Plan and he explained the procedures in handling outstanding checks.

City Accountant Tyler Boxberger was present with a draft copy of the 2019 Budget. He has incorporated the changes that were discussed at the last meeting and answered a few questions council had in regards to the budget. City Clerk Stadler was directed to publish the Notice of the Budget Hearing as presented. The 2019 Budget Hearing is scheduled for August 6, 2018 at 5:30 P.M.

City Accountant Boxberger will attend the first meeting in November to discuss possible transfers into reserve funds.

Brief discussion was held concerning an open records request the city received. City Accountant Boxberger will assist in compiling this information and City Attorney Luckman will review it before it is sent.

Motion was made by Councilman Noble that J&E Lawn and Tree be contracted to remove all the low hanging limbs in Silver Lake at a cost of $2,900.00. Motion was seconded by Councilman Robinson and approved.

Public Works Superintendent Taylor told council that he is currently obtaining bids to have the carpet at the community building replaced. Taylor has also talked to a member of the Senior Citizen’s Board about possibly assisting the city with the costs and this member is going to discuss it with their board.

Council was advised that the 2018 Street Repair Project has been completed.

Chief Call is still trying to determine what to do with the old patrol car. He has posted the car on several websites and will also try to make contact with another city that may be interested.

The next meeting is scheduled for August 6, 2018 at 5:30 P.M. The following meeting is scheduled for August 20, 2018 at 5:30 P.M. Mayor Smith noted that the 2019 Budget Hearing is scheduled for August 6th meeting and that he will not be able to attend that meeting.

Public Works Superintendent Taylor and Chief Call have followed up on complaint about a residence in town that is in violation of the pool/fence ordinance and also has an inoperable vehicle in the driveway. This resident is working on bringing these violations into compliance.

The Silver Lake Board of Zoning Appeals will meet at 7:00 P.M., Monday, July 30, 2018 at Silver Lake City Hall. Purpose of the hearing is to hear a request for a variance to the side yard setback requirement on property located at 507 Mercury.

Motion was made by Councilman Noble that an additional $250.00 be donated to the Silver Lake Ball Association as the amount approved at the last meeting was $250.00 less that the amount given to the American Legion. Motion was seconded by Councilman Ross and approved.

A complaint has been received regarding a camper being parked on an easement in Silver Lake. Chief Call told council that the tag is legal and as long as they move the camper if the city needs access to the easement, there are no violations.

A local resident was present and thanked Chief Call for assisting them on a recent call.

A local property owner was present to discuss the development of the land he recently purchased in Silver Lake. He has submitted information about this proposed development and wanted to know what he needs to do to proceed. City Attorney Luckman advised him the property use that he has presented is not applicable for the area, the zoning would have to be changed. Luckman told the property owner that he needs to have his attorney get in contact with him to discuss this matter prior to proceeding further with a building permit. Also, it was noted that the request for access to this lot must be presented to council for approval.

With no further business to come before council, Councilmember Bryant moved to adjourn the meeting at 6:36 P.M. Motion was seconded by Councilman Ross and approved.
