The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening February 15, 2016 with Mayor Smith conducting the meeting and the following Councilmembers present: Nancy Bryant, Tom Noble, Heath Robinson, Larry Ross (4) Absent: Tim Kampsen (1).

Motion was made by Councilman Ross, seconded by Councilman Noble and approved that the minutes from the last regular session held on February 1, 2016 be approved.

Claim voucher was submitted to the council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilmember Bryant and seconded by Councilman Noble that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Nancy Bryant, Tom Noble, Heath Robinson, Larry Ross (4) NAY: None. Ordinance was declared passed and was given No. 2323.

Numerous students from Mrs. Podlena’s 5th grade class were present to read persuasive essays to council. These essays related to the City of Silver Lake needing a skate board park or a town festival. Mayor Smith told the students they did an excellent job.

Motion was made by Councilman Robinson to approve the Application for Liquor License received from Blacksmith Hall LLC subject to all state licensing requirements being met. Motion was seconded by Councilman Ross and approved.

Motion was made by Councilmember Bryant that $200.00 be donated to the Annual Easter Egg Hunt that has been scheduled for Friday, March 11, 2016 at 5:30 PM. This event will be held south of the grade school on the practice football field. Motion was seconded by Councilman Robinson and approved.

Public Works Superintendent Taylor reported that he has given Councilman Robinson a revised map of streets to consider for the 2016 Street Repair Project. Taylor will be meeting with a street contractor this week to discuss the recommendations for these streets.

Public Works Superintendent Taylor also mentioned that the blocked line at the lagoon is flowing again. If this problem arises again it may be necessary to have the City of Topeka assist them by jetting this line or Mayer Specialty Services can jet the line when they are here this summer to maintain the other lines.

Chief Call said they are currently doing a lot of investigative work on cases that have been filed this month.

Mayor Smith will be participating in March for Meals with Meals on Wheels. He will be delivering meals to local seniors on March 21, 2016.

Mayor Smith told council that he attended the “Looking Towards the Future” Silver Lake Foundation Breakfast that was held on Monday, February 15, 2016. The keynote speaker was Dr. Watson, the Education Commissioner for the State of Kansas. Smith noted that this event was well attended.

Silver Lake Municipal Court is scheduled for February 24, 2016 at 5:00 P.M.

Mayor Smith recently attended career day at the school. He enjoyed the students and thought they did an awesome job.

Mayor Smith discussed several proposed legislative bills.

Motion was made by Councilmember Bryant that the minimum call out time for all employees be changed from one (1) hour to two (2) hours effective February 16, 2016. It was noted that an extension of the normal workday is not considered call back time. Motion was seconded by Councilman Noble and approved.

Mayor Smith reminded council that the next meeting is scheduled for March 7, 2016 at 5:30 P.M. The following meeting will be held on March 21, 2016 at 5: 30 P.M. Councilman Robinson mentioned that he will not be able to the March 7, 2016.

With no further business to come before council, Councilman Ross moved to adjourn the meeting at 6:15 P.M.  Motion was seconded by Councilman Robinson and approved.
