REGULAR SESSION MONDAY EVENING MARCH 15, 2021

The Governing Body of the City of Silver Lake met in regular session at city hall and by conference call 1-844-474-0925 passcode 73370940 on Monday evening March 15, 2021, at 5:30 PM with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Tom Noble, Brad Bryant, Heath Robinson, Larry Ross, and Tim Kampsen (by phone) (5). Also present were City Attorney Todd Luckman, Public Works Utility Superintendent Willie Smith, Police Chief Marc McCune, Assistant Clerk Marie Beam, and Clerk Michelle Brown.

A motion was made by Councilmember Ross and seconded by Councilmember Noble that the minutes from the last regular session on March 1, 2021, be approved as written.

John Kabus from Kansas Insurance was here to present an insurance quote to Council.

Police Chief McCune presented the repair costs for the 2015 Chevy Tahoe police car along with the estimates of purchasing a new car. Councilmember Ross made a motion to repair the 2015 Chevy Tahoe police car not to exceed 6,500.00 dollars. Councilmember Noble seconded the motion and was then placed on final passage by a roll call of the following vote: AYE: Tom Noble, Brad Bryant, Heath Robinson, Larry Ross, Tim Kampsen (5) NAY: None. With no further discussion, motion carried.

Discussion was held on the 2021 street project. City Attorney Todd Luckman will have the documents ready for the next meeting on April 5, 2021, for Council to review.

Public Works Utility Superintendent Willie Smith is checking into options to replace the School Zone light that is currently not working and the welcome sign lights.

Part-Time Officer Boyce completed Reciprocity Training.

The Library would like to partially close Madore Street on April 24th, 2021, for a movie. Council approved the closing and directed Clerk Brown to call the Library and let them know.

Councilmember Kampsen commented that he appreciated the city departments working together.

Mayor Smith mentioned a grant that City Engineer Cox brought to his attention. Unfortunately, the deadline to fill out the grant is too soon.

Councilmember Bryant moves that Council recess into executive session for ten (10) minutes and reconvene the meeting at 6:42 PM in the conference room at City Hall located at 218 West Railroad in Silver Lake, Kansas and by telephone conference number 1-844-474-0925 passcode #73370940. For the purpose of discussing attorney-client privilege matters.

Councilmember Bryant further moves that Mayor Mack Smith and the administrative staff join the executive session to aid the Council in discussing the matter. Councilmember Robinson seconded the motion and was then placed on final passage by a roll call of the following vote: AYE: Tom Noble, Brad Bryant, Heath Robinson, Larry Ross, and Tim Kampsen (5) NAY: None. With no further discussion, motion carried.

Regular session reconvened at 6:52.

Councilmember Kampsen made a motion to retain the Cities current insurance provider, EMC Insurance. Councilmember Ross seconded the motion and was then placed on final passage by a roll call of the following vote: AYE: Tom Noble, Brad Bryant, Heath Robinson, Larry Ross, Tim Kampsen (5) NAY: None. With no further discussion, motion carried.

Claim vouchers in the amount of 70,480.50 dollars were submitted to the Council for appropriation. An Ordinance entitled "An Ordinance appropriating money to pay certain claims" was introduced and read at length. A motion was made by Councilmember Noble and seconded by Councilmember Ross that said Ordinance be accepted as read and was then placed on final passage by a roll call of the following vote: AYE: Tom Noble, Brad Bryant, Heath Robinson, Larry Ross, and Tim Kampsen (5) NAY: None. With no further discussion, Ordinance was declared passed and was given No. 2485.

The next meetings are scheduled for Monday, April 5, 2021, at 5:30 PM and Monday, April 19th, 2021, at 5:30 PM.

With no further business to come before Council, Councilmember Noble moved to adjourn the meeting at 6:48 PM. Councilmember Robinson seconded the motion, and with no further discussion, the motion carried.
