The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening October 5, 2020 at 5:30 PM with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Larry Ross, Tom Noble, Brad Bryant, Tim Kampsen, Heath Robinson (5). Also present were City Attorney Luckman, Public Works Utility Superintendent Smith, Police Chief McCune, Clerk Brown, and Assistant Clerk Beam.

Motion was made by Councilmember Noble and seconded by Councilmember Robinson that the minutes from the last regular session on September 21, 2020 be approved as amended.

Councilmember Bryant presented the monthly financial report.

Claim vouchers in the amount of $9,764.82 dollars were submitted to council for appropriation. An Ordinance entitled "An Ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilmember Ross and seconded by Councilmember Noble that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Larry Ross, Tom Noble, Brad Bryant, Tim Kampsen, Heath Robinson (5) NAY: None. With no further discussion Ordinance was declared passed and was given No. 2471.

Council revisited the conversation from last meeting about a request to start work on the permits already submitted for the property located at 449 S. Chestnut. A representative from Eagle Storage was here to answer any questions. Eagle Storage would like permission to put block fencing up and to make a parking area for some trailers. After lengthy discussion Council decided not to make any decisions on this matter. There is a process already in place that Council would like to follow. The process would be for Eagle Storage to fill out a special use permit and be heard by the planning commission. After the planning commission makes a decision, then the council will make their decision on the permit. Eagle Storage mentioned the only problem with what they are wanting to is that the City interprets the word parking in the C-2 zoning regulations differently than they do. City Attorney Luckman noted the only way to figure out what the word parking means in the zoning regulations is to go to district court.

Police Chief McCune gave the monthly police report. McCune also included a mission statement for the police department.

The Police department uniforms have been delivered and the final bill was $55.00 dollars over the amount Council approved. Police Chief McCune is going to go over the invoice to figure out where the extra amount was assessed. Council directed the clerk to pay the invoice when approved by Police Chief McCune.

Public Works Utility Superintendent Smith gave the monthly water report.

Public Works Utility Superintendent Smith mentioned he will need to buy new computers soon. Councilmember Noble made motion to not to exceed $2,500.00 dollars which was seconded by Councilmember Ross. The motion was approved with no further discussion.

Public Works Utility Superintendent Smith would like to purchase radio-read meters and have them installed over the next two years. Councilmember Noble made motion to purchase the first set of meters not to exceed $93,889.00 dollars after discussion Councilmember Noble withdrew his motion. Councilmember Ross mentioned he had concerns about how the old water lines will standup to being worked on when putting the new water meters in. Councilmember Robinson would like some time to research the meters presented. Discussion was tabled for next meeting.

Regular session October 5, 2020 cont’d.

Council made the decision to cancel the Tree Lighting for 2020, but would like the tree decorated anyway and for the big tree to be put up at the police department.

Discussion was held on the Contract for the Softball field at lions’ park. If anyone would like to inquire about changing this contract, they need to go to the Lions Club first then if the Lions Club would like to go further with the changes they can talk to Council about those changes.

The Council normally has a staff dinner at the last meeting in December, but decided it would be best to cancel the dinner for this year.

Clerk Brown asked for Councils approval to attend a training in November. Councilmember Ross made motion to approve the training. Councilmember Bryant seconded the motion and with no other discussion motion was approved.

Council was provided with an updated list of council meetings for 2021. There is a meeting scheduled for Thursday, July 8th, 2021 at 5:30.

The next meeting is scheduled for October 19, 2020 at 5:30 P.M. The following meetings are scheduled for November 2, 2020 at 5:30 P.M and November 16, 2020 at 5:30 P.M.

With no further business to come before Council, Councilmember Noble moved to adjourn the meeting at 6:43 P.M. Motion was seconded by Councilmember Ross and with no further discussion motion was approved.
