REGULAR SESSION MONDAY EVENING JULY 20, 2020

The Governing Body of the City of Silver Lake met in regular session on Monday evening July 20, 2020 at 5:30 with Mayor Mack Smith conducting the meeting and the following Councilmembers Present at City Hall: Tim Kampsen, Larry Ross, Brad Bryant, Heath Robinson, Tom Noble (5). Also present were City Attorney Luckman, Public Works Assistant Berndt, Police Chief McCune, Clerk Brown, and Assistant Clerk Beam.

Members of the public were here to inquire about the work being done on a property located on Chilson.

Motion was made by Councilmember Noble and seconded by Councilmember Ross that the minutes from the last regular session held on July 6, 2020, be approved as amended.

Claim vouchers in the amount of $127,104.02 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. A motion was made by Councilmember Noble and seconded by Councilmember Robinson that said ordinance be accepted as read and was then placed on final passage by roll call vote of the following vote: AYE: Larry Ross, Brad Bryant, Tim Kampsen, Tom Noble, Heath Robinson NAY: None. With no further discussion the ordinance was declared passed and was given No. 2461.

Council has received a resignation letter from the Custodian. Motion was made by Councilmember Noble to accept the resignation as written seconded by Councilmember Robinson. With no further discussion, motion was approved.

Motion was made by Councilmember Noble to offer the custodian position to a candidate at $350.00 a month starting August 9th, 2020. Seconded by Councilmember Robinson and with no further discussion motion was approved.

City wide garage sales have been scheduled for the weekend of September 11th, 2020.

Councilmember Robinson mentioned the streets looked nice and wanted to thank Public Works Superintendent Smith and Public Works Assistant Berndt for coordinating everything.

Quarterly Financial Report is in Councils’ packet.

Budget hearing is scheduled for August 3rd, 2020.

A letter from The League of Kansas Municipalities giving an update on the Kansas Legislature was included in Councils’ packet.

Councilmember Noble moves that Council recess into executive session for 20 minutes and reconvene the meeting at 6:19 p.m. in the conference room at City Hall located at 218 West Railroad in Silver Lake, Kansas. For the purpose of attorney-client privilege in order to protect the privacy of the parties. The subject for the executive session concerns a legal matter.

Councilmember Noble further moves that Mayor Mack Smith and Clerk Brown join the executive session. Motion was seconded by Councilmember Bryant and with no further discussion motion carried.

Discussion

Councilmember Noble moves that Council recess into executive session for 10 minutes and reconvene the meeting at 6:29 p.m. in the conference room at City Hall located at 218 West Railroad in Silver Lake, Kansas.

Councilmember Noble further moves that Mayor Mack Smith, Police Chief McCune and Clerk Brown join the executive session. Motion was seconded by Councilmember Ross and with no further discussion motion carried.

Discussion

Councilmember Noble moves that Council recess into executive session for 5 minutes and reconvene the meeting at 6:37 p.m. in the conference room at City Hall located at 218 West Railroad in Silver Lake, Kansas. For the purpose of a nonelected personnel matter in order to protect the privacy of the parties.

Councilmember Noble further moves that Mayor Mack Smith, Police Chief McCune and Clerk Brown join the executive session. Motion was seconded by Councilmember Ross and with no further discussion motion carried.

Regular Session reconvene at 6:37 p.m.

Discussion

Councilmember Robinson made motion to offer Candidate 3 the Police Officer position, with the salary of $42,000.00 a year. Council directs Police Chief McCune to call the applicant. Councilmember Noble seconded the motion and with no further discussion motion carried.

With no further business to come before council, Councilmember Noble moves to adjourn the meeting at 6:45 p.m. Motion was seconded by Councilmember Robinson and with no further discussion motion was approved.
