REGULAR SESSION MONDAY EVENING June 21, 2021

The Governing Body of the City of Silver Lake met in regular session at City Hall on Monday evening June 21, 2021, at 5:30 PM with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Tom Noble, Brad Bryant, Larry Ross, Heath Robinson (4). Also present were City Attorney Todd Luckman, Police Officer Carl Boyce, Clerk Liz Steckel, and Assistant Clerk Marie Beam.

A motion was made by Councilmember Ross and seconded by Councilmember Noble that the minutes from the last regular session on June 6, 2021, be approved as written.

Claim vouchers in the amount of 14446.44 dollars were submitted to the Council for appropriation. An Ordinance entitled "An Ordinance appropriating money to pay certain claims" was introduced and read at length. A motion was made by Councilmember Noble and seconded by Councilmember Robinson that said Ordinance be accepted as read and was then placed on final passage by a roll call of the following vote: AYE: Tom Noble, Brad Bryant, Heath Robinson and Larry Ross (4) NAY: None. With no further discussion, Ordinance was declared passed and was given No. 2491.

The 150th committee made a request to the City to pay for insurance to cover the celebration on June 25th and 26th. Councilmember Robinson made a motion to donate an additional 1231.00 dollars to the committee. Councilmember Bryant seconded the motion, and with no further discussion, the motion carried.

City Accountant Tyler Boxberger was here to discuss potential utilization of city funds.

City Accountant Tyler Boxberger and City Attorney Todd Luckman discussed Senate Bill 13. They discussed the process required if the city intends to go above the Revenue Neutral Rate and how the city should proceed.

There was a motion made by Councilmember Ross to approve the Liquor License for Eagle Wine and Spirits LLC. The motion was seconded by Councilmember Noble, and with no further discussion, the motion carried.

Council held discussion regarding the 2021 Amendments to the Sunday Liquor Sale Law. Discussion was tabled to the next council meeting.

City Attorney Todd Luckman requested that the Mason Lodge deed be moved to the next agenda.

The council was presented with additional information on multiple types of UTV’s. Council decided to further review the information provided and hold further discussion at the next meeting.

A motion was made by Councilmember Noble and seconded by Councilmember Ross that the Salary Ordinance for Fulltime Police Officer and City Clerk be accepted as read and was then placed on final passage by a roll call of the following vote: AYE: Tom Noble, Brad Bryant, Heath

Councilmember Kampsen’s letter of resignation, effective June 18th 2021, was presented to City Council and accepted.

There was a motion made by Councilmember Noble to add Clerk Liz Steckel as a signatory at Silver Lake Bank. The motion was seconded by Councilmember Ross, and with no further discussion, the motion carried.

The next meeting is scheduled for Thursday, July 8, 2021, at 5:30 PM. The following meetings are scheduled for Monday July 19, 2021, at 5:30 PM, and August 2, 2021, at 5:30 PM.

Councilmember Noble moves that Council recess into executive session for ten (10) minutes and reconvene the meeting at 6:51 PM in the conference room at City Hall located at 218 West Railroad in Silver Lake, Kansas for the purpose of discussing personnel matters.

Councilmember Noble further moves that Mayor Mack Smith join the executive session to aid the Council in discussing the matter. Councilmember Robinson seconded the motion and was then placed on final passage by a roll call of the following vote: AYE: Tom Noble, Brad Bryant, Heath Robinson and Larry Ross (4) NAY: None. With no further discussion, motion carried.

Regular session reconvened at 6:51 PM.

Councilmember Noble made a motion to increase the part-time assistant clerk’s hourly rate to 16 dollars an hour, effective July 1, 2021. The motion was seconded by Councilmember Bryant and approved.

With no further business to come before Council, Councilmember Noble moved to adjourn the meeting at 6:52 PM. Councilmember Robinson seconded the motion, and with no further discussion, the motion carried.
