The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening March 7, 2016 with Mayor Smith conducting the meeting and the following Councilmembers present: Nancy Bryant, Tim Kampsen, Tom Noble, Larry Ross (4) Absent: Heath Robinson (1).

Motion was made by Councilman Noble, seconded by Councilman Ross and approved that the minutes from the last regular session held on February 15, 2016 be approved.

Councilmember Bryant presented the monthly financial report.

Claim voucher was submitted to the council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilmember Bryant and seconded by Councilman Noble that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Nancy Bryant, Tim Kampsen, Tom Noble, Larry Ross (4) NAY: None. Ordinance was declared passed and was given no. 2324.

Motion was made by Councilman Noble, seconded by Councilman Ross and approved that the Farm Lease Agreement with Wendell Mohler, Dennis Mohler, Robert Mohler and Colleen Dougan be accepted for the 2016 crop season. Council agreed that prior to approving this agreement next year, they would like to reassess the rent for this leased property as it has been numerous years since it has been changed.

Motion was made by Councilman Noble that April be proclaimed Fair Housing Month in Silver Lake. Motion was seconded by Councilmember Bryant and approved.

Chief Call presented the monthly police report.

Public Works Superintendent Taylor presented the monthly public works report. He reported that they were able to get the portable generator operating again. It was noted that this generator uses diesel fuel.

Discussion was held concerning the agreement with the Storm Softball Club of Topeka and the Silver Lake Lions Club. This lease agreement allows Storm Softball to use the park ball diamonds for their ball club. It was agreed that there are several changes that need to be made to this agreement and City Attorney Luckman will make these changes as directed. Mayor Smith, City Attorney Luckman and Public Works Superintendent Taylor will meet with Russ Cobb with the Silver Lake Lions Club prior to the next meeting to have this agreement signed. Mayor Smith asked Taylor to contact Mr. Cobb and advise him of this meeting scheduled for 5:00 P.M on March 21, 2016.

Chief Call reported that in an effort to enforce the use of safety restraints, law enforcement agencies are being extra vigilant while patrolling schools between February 29, 2016 and March 11, 2016.

Chief Call also reported that National Prescription Drug Take-Back Day will take place on Saturday, April 30, 2016. He will be available at Silver Lake City Hall from 10:00 A.M. to 2:00 P.M. to collect these drugs.

A local resident has asked if bee keeping is allowed in the city limits of Silver Lake. City Attorney Luckman informed council that bee keeping is not allowed as it would violate Chapter 2, Article 1 of City Code and also, the zoning ordinance.

Councilmember Bryant advised that she would not be able to attend the council meeting scheduled for April 18, 2016.

Mayor Smith reported that he will be meeting with Eric Carre, with Boy Scouts of Amercia, to discuss things that the boy scouts can do for the City of Silver Lake.

On March 30, 2016 at 6:00 P.M., members of Heartland Visioning will be meeting with the Silver Lake, KS Pride Community to discuss how they can assist the Silver Lake area. This meeting will be held at the Silver Lake Methodist Church and is open to the public. This meeting will follow a soup supper that is being held at the church, sponsored by Friends of the Silver Lake Library.

The city has received a letter from Cox Communications, Inc. advising that there will be an outage period from March 10th through March 15th during which service may be interrupted.

A letter has been received from the ISO discussing the recent Public Protections Classification survey.

Mayor Smith discussed several proposed legislative bills.

Mayor Smith reminded council that the Annual Easter Egg Hunt is scheduled for Friday, March 11, 2016 at 6:30 PM. This event will be held south of the grade school on the practice football field.

Public Works Superintendent Taylor gave council a cost estimate for the proposed 2016 Street Repair Project. This cost estimate was prepared by Bettis Asphalt & Construction, Inc. This estimate will be discussed further at the next meeting.

Mayor Smith will be participating in March for Meals with Meals on Wheels. He will be delivering meals to local seniors on Tuesday, April 5, 2016.

The Silver Lake Lions Club will host their “Meet your Legislator” event on March 12, 2016 at the Silver Lake Community Building. This event will begin at 9:00 A.M. Councilman Ross noted that the event will be followed by a chili feed with the proceeds going to the Silver Lake Lions Club.

Silver Lake Municipal Court is scheduled for March 30, 2016 at 5:00 P.M.

Mayor Smith reminded council that the next meeting is scheduled for March 21, 2016 at 5:30 P.M. The following meetings will be held on April 4, 2016 and April 18, 2016 at 5: 30 P.M.

With no further business to come before council, Councilman Noble moved to adjourn the meeting at 6:20 P.M.  Motion was seconded by Councilman Ross and approved.
