The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening February 6, 2017 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Nancy Bryant, Tim Kampsen, Tom Noble, Heath Robinson, Larry Ross (5) Absent: None.

Motion was made by Councilman Noble and seconded by Councilman Ross that the minutes from the last regular session held on January 18, 2017 be approved.

Councilmember Bryant presented the monthly financial report.

Council reviewed the quarterly and yearly financial reports prepared by City Clerk Stadler. They compared these cash balances with previous financial reports.

Claim vouchers in the amount of $15,987.94 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilmember Bryant and seconded by Councilman Ross that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: Nancy Bryant, Tim Kampsen, Tom Noble, Heath Robinson, Larry Ross (5) NAY: None. Ordinance was declared passed and was given no. 2355.

Council discussed the current contract with Storm Softball and the Silver Lake Lions Club. Council has presented them with a contract for the upcoming season. A representative from Storm has been in contact with City Attorney Luckman as there are two (2) sections of the contract they want amended. Council addressed these amendments with a few changes that City Attorney Luckman will make accordingly. The contract will then be presented to Storm Softball for final approval.

Public Works Superintendent Taylor presented a bid to have a transfer switch installed on each well. After discussion council asked Taylor to obtain additional bids to have these switches installed.

Chief Call presented the monthly police report.

Taylor also presented a bid for the concrete at Lake and Rice. This bid will be considered at a future meeting as council wants to review the proposed list for the 2017 Street Repair Project prior to taking action on this concrete bid. Councilman Robinson noted that there will also be some crack sealing included in the street repair bid.

Chief Call reported that Officer Snyder will begin teaching the D.A.R.E. curriculum in Silver Lake on February 21, 2017.

City Attorney Luckman has provided Chief Call with a form that needs to be completed prior to an individual riding along in the patrol car. At a previous meeting, council approved the Silver Lake PTO auctioning off a ride to school in a patrol car.

Silver Lake Municipal Court is scheduled for February 22, 2017.

City Clerk Stadler reminded council that the Silver Lake Public Schools Foundation Breakfast is scheduled for February 20, 2017. Mayor Smith, Councilmember Bryant, Councilman Noble, Councilman Robinson, Judy Ross and Brad Bryant will sit at the table sponsored by the city.

At a recent meeting council discussed a draft mutual aid agreement between the City of Silver Lake and the City of Rossville. City Attorney Luckman is still researching this agreement to determine how the city insurance company would handle mutual aid. He will also discuss this proposed agreement with the city attorney in Rossville.

Mayor Smith reappointed Councilman Noble to the Shawnee County Solid Waste Management Committee.

Councilmember Bryant mentioned that she would not be able to attend the meetings scheduled for April 3, 2017 and April 17, 2017. Councilman Ross said he would not be able to attend the meeting scheduled for April 17, 2017.

The council is still waiting for Shawnee County Rural Water District No. 2 to provide them with information on the city hooking onto their system as a backup contingency plan.

Public Works Superintendent Taylor reported that Lakeside Baptist Church is obtaining a cost for water/sewer installation so they can determine if annexation is feasible.

Mayor Smith asked Public Works Superintendent Taylor the status of researching the drainage problem that occurs on the property located at 104 Center following heavy rains. Taylor indicated that Engineer Cox is researching this problem.

Brief discussion was held concerning recent changes to city elections. The terms of Councilmember Bryant, Councilman Noble and Councilman Ross will expire this year.

Mayor Smith updated council on current Legislative Alerts from the League of Kansas Municipalities.

Mayor Smith has received a thank you card from the 5th grade class he assisted with a persuasive essay project.

Mayor Smith told council that he will be attending career day at the high school tomorrow.

Mayor Smith reminded council that the next meeting is scheduled for February 20, 2017 at 5:30 P.M. The following meetings will be held on March 6, 2017 and March 20, 2107 at 5:30 P.M.

With no further business to come before council, Councilman Noble moved to adjourn the meeting at 6:30 P.M.  Motion was seconded by Councilman Ross and approved.
