REGULAR SESSION MONDAY EVENING OCTOBER 19, 2015


The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening October 19, 2015 with Mayor Smith conducting the meeting and the following Councilmembers present: Tim Kampsen, Tom Noble, Heath Robinson, Larry Ross (4) Absent: Nancy Bryant (1) .

Motion was made by Councilman Ross, seconded by Councilman Noble and approved that the minutes from the last regular session held on October 5, 2015 be approved.

Claim voucher was submitted to the council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Robinson and seconded by Councilman Ross that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Tim Kampsen, Tom Noble, Heath Robinson, Larry Ross (4) NAY: None. Ordinance was declared passed and was given no. 2312.

Motion was made by Councilman Noble that the Certificates of Deposit maturing at Silver Lake Bank on October 15, 2015 and October 25, 2015 be renewed for terms of nine (9) months at an interest rate of .35 percent. Motion was seconded by Councilman Robinson and approved.

Motion was made by Councilman Kampsen to donate $500.00 to the 2016 Silver Lake After Prom Party. Motion was seconded by Councilman Noble and approved.

Public Works Assistant Smith reported that he will be attending a water operator training class being held in Lawrence on November 4, 2015 – November 5, 2015. He noted the cost of this training is $80.00.

Public Works Superintendent Taylor has obtained prices to replace the tires on his truck and was directed by council to accept the price of $728.00 received from Moore Tire Center.

Public Works Superintendent Taylor also reported that electrical repairs have been made to well no. 5.

Chief Call updated council on the homecoming activities last week. He noted that everything went well including the hot dog roast that Bob Schwarz CFP hosted for the public before the parade started.

Chief Call also reported that the video camera in the 2010 patrol car was recently repaired and the city will be billed accordingly as this camera was no longer under warranty.

Prior to the next meeting Chief Call will be talking to City Attorney Luckman about issues dealing with in-custody medical care.

The 20th Annual Hotdog Cookout will be held on October 31, 2015 at 5:00 P.M. Volunteers should arrive between 3:30 and 4:00 P.M. if they want to help set up.

Councilman Ross commented that the owner of the duplex that was damaged during a fire that occurred last year is now working on repairing the damages and it is progressing well.

On October 17, 2015, the Silver Lake Fire Department hosted an open house at the new fire station that was built at 2335 NW Landon Road. Those that attended noted that it was a nice open house and was well attended.

Council was provided a list of the 2016 Silver Lake Municipal Court dates.

Public Works Superintendent Taylor was asked to contact Bettis Asphalt & Construction, Inc. to find out when they will be starting the 2015 Street Repair Project.

Mayor Smith noted that there is some correspondence in the packets relating to the Geometric Improvement Project. This correspondence is for review only and doesn’t need council action.

On November 19, 2015, Public Works Superintendent Taylor and Public Works Assistant Smith will be attending the Kansas Department of Agriculture-Division of Water Resources upcoming Risk MAP Discovery meeting for the city watershed. This is a Federal Emergency Management Agency program that helps communities identify, assess and reduce their flood risk. Mayor Smith asked that they report back to council and let them know how this meeting went.

Mayor Smith reminded council that the next meeting is scheduled for November 2, 2015 at 5:30 P.M. The following meeting will be held on November 16, 2015 at 5:30 P.M.

With no further business to come before council, it was moved by Councilman Noble, seconded by Councilman Ross and approved to adjourn at 5:50 P.M.
