Monday, October 4, 2021

The Governing Body of the City of Silver Lake met in regular session at City Hall on Monday evening October 4, 2021, at 5:30 PM with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Brad Bryant, George Lambert, Tom Noble, Heath Robinson, and Larry Ross (5). Also present was City Attorney Todd Luckman, Public Works Utility Superintendent Willie Smith, Police Chief Marc McCune, City Clerk Liz Steckel, and Assistant Clerk Marie Beam.

A motion was made by Councilmember Noble to approve the minutes of the September 20, 2021 meeting as written. The motion was seconded by Councilmember Ross and carried.

Councilmember Bryant presented the monthly financial report.

Claim vouchers in the amount of 42823.86 dollars were submitted to the Council for appropriation. An Ordinance entitled "An Ordinance Appropriating Money to Pay Certain Claims" was introduced and read at length. A motion was made by Councilmember Noble and seconded by Councilmember Robinson that said Ordinance be accepted as read and was then placed on final passage by a roll call of the following vote: AYE: Brad Bryant, George Lambert, Tom Noble, Heath Robinson, and Larry Ross (5) NAY: None. With no further discussion, Ordinance was declared passed and was given No. 2506.

Local Resident Kenneth Lilley was present to request the City pave the Post Office Parking Lot as he believed it is the City’s property. Research was done by the City’s staff into the claim that in the past the City had paid for the parking maintenance. No evidence of this was found in the City’s records. City Attorney Luckman informed Council that the parking lot is in the City’s Right of Way, but not the property of the City. The maintenance is the responsibility of the land owner. Mayor Smith discussed the fact that if parking lot maintenance was done for one business it would have to be done for all businesses in town. No action was taken by Council on the request.

Police Chief McCune presented the monthly Police Report. Chief McCune informed Council that he is processing a new application for a crossing guard. Police Chief McCune also noted that he is still looking to hire two part-time officers. The Silver Lake Police Department will be picking up the new Silver Lake Police vehicle on Friday October 8, 2021.

Public Works Utility Superintendent Smith presented the monthly public works report. He gave Council an update on the library’s proposed Story Walk being placed at Little Lake Park. The Story walk has been tabled until the library’s grant is approved. Superintendent Smith is hoping to bring the school light repair bid to Council soon. He is still working on recommendations for updating the City’s current fee schedule.

Public Works Utility Superintendent Smith presented Council with a partial quote prepared by Public Works Assistant Bill Berndt to remodel the Mason’s building to accommodate the Silver Lake Police Department. Council asked for a completed quote along with designs to be submitted to Council at the next meeting. Superintendent Smith will also be checking with City Clerk Steckel to see if the remodel is in the budget.

City Clerk Steckel requested to switch from vendor Aramark to Unifirst for the City’s mat and mop services to save the city money. Councilmember Noble made the motion to switch from Aramark to Unifirst pending the review of the contracts by City Attorney Luckman. The motion was seconded by Councilmember Lambert and carried.

Mayor Smith noted that he enjoyed reading to 15 preschoolers at the Silver Lake Library. He reminded Council that the Silver Lake Police Department is Holding a Trunk or Treat in the High School parking lot on Saturday, October 30, 2021, from 5 to 7 PM. He also noted that the Silver Lake Pride Day, which will provide free dumpsters for the citizens of Silver Lake at the Silver Lake Community Center, is to be held on October 23, 2021, all day.

The next meeting is scheduled for Monday, October 18, 2021, at 5:30 PM. The following meetings are scheduled for Monday November 1, 2021, at 5:30 PM, and Monday, November 15, 2021, at 5:30 PM.

With no further business to come before Council, Councilmember Noble moved to adjourn the meeting at 6:25 PM. Councilmember Ross seconded the motion, and with no further discussion, the motion carried.
