REGULAR SESSION WEDNESDAY EVENING SEPTEMBER 5, 2018
The Governing Body of the City of Silver Lake met in regular session at city hall on Wednesday evening September 5, 2018 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Tim Kampsen, Heath Robinson, Tom Noble, Larry Ross (4) Absent: Nancy Bryant (1).
Mr. Craig Barnes with the Shawnee County Health Department was present and invited council to attend a Neighborhood Roundtable Session they are hosting on September 13, 2018 from 11:30 A.M. to 1:00 P.M. This event will be held at the Silver Lake United Methodist Church. At the roundtable session they will discuss the recent Community Health Needs Assessment that was mailed to all residents of Shawnee County. The goal is to understand the scope of wellness in the community and the challenges in reaching optimal health.
Motion was made by Councilman Ross and seconded by Councilman Noble that the minutes from the last regular session held on August 20, 2018 be approved.
Claim vouchers in the amount of $6,971.09 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Robinson and seconded by Councilman Noble that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Tim Kampsen, Heath Robinson, Tom Noble, Larry Ross (4) NAY: None. Ordinance was declared passed and was given No. 2402.
Public Works Assistant Smith presented several bids to replace the carpet at the community building. He recommended a bid received from Carpet One Commercial but prior to proceeding any further, council asked that he talk to a representative from the Silver Lake Senior Citizens about possibly assisting with the funding for this carpet.
Chief Call presented the monthly police report.
Public Works Assistant Smith presented the monthly public works report.
Public Works Assistant Smith also updated council on the status of making the necessary repairs to the leaking water valve at the intersection of Highway 24 and Sage. They were not able to fix this leak with the new tool they purchased so they will need to have RDR Excavating assist with this leak. Council directed Smith to proceed as needed to make the necessary repairs.
Discussion was held concerning the tall weeds growing around the pond that is located in Lakeland Subdivision. Chief Call has talked to Eldon Roberson about this matter and several options to taking care of these tall weeds were discussed. These options will be followed up on and the information will be provided to Mr. Roberson as it is his property and any cleanup projects need to be initiated by him.
Councilman Robinson asked Public Works Assistant Smith to mow around a sewer manhole that has tall weeds around it.
City Attorney Luckman will follow up on several nuisance violations that were brought up by Public Works Assistant Smith.
Council reviewed information on refurbishing the 200,000 gallon water tank. This matter was tabled to allow time for Public Works Assistant Smith to obtain a bid for these services.
Chief Call made council aware of some electrical repairs that were made to the 2015 patrol vehicle.

Council told Chief Call to proceed with the planning for the D.A.R.E. Hot Dog Roast scheduled for Wednesday, October 31, 2018.
Council was advised that over the Labor Day weekend the speed trailer was set up on Railroad Ave. Chief Call has not received the results that this trailer will provide in regards to the speed of motorist.
A resident has contacted Councilman Robinson with concerns about a storm drain on an empty lot located at the west end of Lakewood Terrace. There is as large sink hole at the end of this drain causing possible safety issues. Public Works Assistant Smith indicated that this sink hole is on private property. Council asked Smith to contact the property owner about this matter.
The next meeting is scheduled for September 17, 2018 at 5:30 P.M. Mayor Smith reminded council that he will not be able to attend this meeting. The following meetings are scheduled for October 1, 2018 and October 15, 2018 at 5:30 P.M. Councilman Robinson reminded council that he will not be able to attend the meeting on October 1st.
Motion was made by Councilman Robinson, seconded by Councilman Ross and approved that council adjourn into executive session at 6:32 P.M. to discuss matters relating to an attorney/client privileged issue. The regular session was scheduled to resume at 6:47 P.M. City Attorney Luckman was present during this executive session.
The regular session resumed at 6:47 P.M.
Motion was made by Councilman Noble, seconded by Councilman Ross and approved that council adjourn into executive session at 6:47 P.M. to discuss matters relating to an attorney/client privileged issue. The regular session was scheduled to resume at 6:57 P.M. City Attorney Luckman was present during this executive session.
The regular session resumed at 6:57 P.M.
With no further business to come before council, Councilman Ross moved to adjourn the meeting at 6:57 P.M. Motion was seconded by Councilman Noble and approved.
