The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening August 4, 2014 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Nancy Bryant, Tim Kampsen, David Linderman, Tom Noble, Heath Robinson (5) Absent: None.

Motion was made by Councilman Noble and seconded by Councilmember Bryant that the minutes from the last regular session held on July 21, 2014 be approved as written.

Councilmember Bryant presented the monthly financial report.

Claim voucher was submitted to the council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Robinson and seconded by Councilman Noble that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Nancy Bryant, Tim Kampsen, David Linderman, Tom Noble, Heath Robinson (5) NAY: None. Ordinance was declared passed and was given No. 2272.

Motion was made by Councilman Noble to approve the written request received from Shawnee County Parks & Recreation to use the community building and the city park for several upcoming youth programs. Motion was seconded by Councilmember Bryant and approved.

Chief Call presented the monthly police report.

Public Works Superintendent Taylor presented the monthly public works report. He noted that the main water line has been installed for a duplex that is currently being constructed.

Council approved Public Works Superintendent Taylor and Public Works Assistant Smith attending upcoming training being provided by the Kansas Rural Water Association. This training being held in Mayetta on Wednesday, August 13, 2014 will cover Compliance with the Safe Drinking Water Act and Water System Components.

Chief Call reported that U.S.D. #372 starts school on August 14, 2014. He will be working with Public Works Superintendent Taylor and Public Works Assistant Smith on repainting the crosswalks and setting the school crosswalk lights.

Motion was made by Councilman Linderman to approve Pay Request #10 for the Pump Station #1 and #2 Rehabilitation Project. This request received from Walters Morgan Construction in the amount of $5,000.00 will be submitted to the Kansas Department of Health & Environment for payment. Motion was seconded by Councilman Noble and approved.

City Attorney Luckman reported that an individual has contacted him regarding making some changes to a subdivision plat. Luckman will provide more information to council as it becomes available.

Councilman Kampsen has been contacted by a group of residents that would like to talk to him about city parks and what is available to do at these parks. As soon as this meeting is held, he will update council on the discussion.

Councilman Robinson told council that the Westar Energy Green Team is a group of employees that assist communities with environmental projects such as planting trees. If the council would like, he will look into the possibility of having trees planted in the park. Council agreed that this would be a great project for Little Lake Park as there is a need for trees.

Councilman Robinson asked Public Works Superintendent Taylor if he has had a chance to install the basketball goal that a Silver Lake resident donated to the city. Taylor indicated that the last few weeks have been busy but he has been in contact with this resident and is planning on getting it installed within the next couple of weeks.

Mayor Smith reminded council that the next meeting is scheduled for August 18, 2014 at 5:30 P.M. The 2014 Budget Hearing will be held at this meeting so if any member of council is unable to attend, they need to let City Clerk Stadler know as soon as possible.

Mayor Smith reminded council that the primary election is scheduled for tomorrow.

On July 22, 2014, Mayor Smith attended the Mayor & Township Elected Official Luncheon that was hosted by Heartland Visioning.

With no further business to come before council, Councilman Noble moved to adjourn the meeting at 5:50 P.M.  Motion was seconded by Councilman Robinson and approved.
