The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening August 19, 2013 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Tim Kampsen, David Linderman, Tom Noble, Larry Ross (4) Absent: Nancy Bryant (1).

Motion was made by Councilman Linderman and seconded by Councilman Ross that the minutes from the last regular session held on August 5, 2013 be approved.

Claim voucher was submitted to the council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Noble and seconded by Councilman Ross that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Tim Kampsen, David Linderman, Tom Noble, Larry Ross (4) NAY: None. Ordinance was declared passed and was given No. 2242

Mayor Smith presented the Reese & Novelly agreement for 2012 Audit/2014 Budget services for the city. Motion was made by Councilman Noble, seconded by Councilman Ross and approved to accept the terms of this agreement.

Motion was made by Councilman Noble and seconded by Councilman Kampsen to approve the request from the Silver Lake Senior Citizens to place a memorial park bench at the community building.

Chief Call reported that the Kansas Highway Patrol has completed the inspection audit on the paperwork associated with the computer system at the police station. He said the city was 100% in compliance but noted that they still have to complete the security portion of this audit.

A temporary permit to sell alcohol will be issued for the property at 101 W. Railroad, if the applicant is able to obtain a temporary permit from the Kansas Alcoholic Beverage Control Division. This alcohol will be sold on September 6, 2013 and September 7, 2013, in conjunction with city wide garage sales.

Chief Call mentioned that Shawnee County Parks and Recreation has mobile restrooms that are pulled behind a trailer for use at public events. The rental cost is $300.00 per event. Call will research the availability in case the council decides to rent it for the annual hotdog roast.

Motion was made by Councilman Noble, seconded by Councilman Linderman and approved that Police Officer Brad Snyder be authorized to attend DARE Certification Training. The dates and location of this training will be determined at a later date.

Brief discussion was held concerning the purchase of a gun for Police Officer Ashcraft. This matter was tabled until Chief Call obtains further information.

Motion was made by Councilman Noble to approve Pay Request #2 for the Pump Station #1 and #2 Rehabilitation Project. This request will be submitted to the Kansas Department of Health & Environment for payment. Motion was seconded by Councilman Linderman and approved.

City Clerk Stadler has renewed the Certificate of Deposit that matured this month at Silver Lake Bank.

Council has received a copy of the letter that City Attorney Hanson wrote to Zito Media regarding the cable service to USD #372 being severed and never repaired. The ordinance requires that they make cable service available to the local school district. As of today, Zito Media has not responded to this letter.

A letter has been received from KDOT regarding an Application for Access they received for a lot in Silver Lake. This matter was tabled until the next meeting.

Council has received information regarding the Governor’s Conference on the Future of Water in Kansas being held in October.

The council has also received a copy of the K-State Research and Extension – Shawnee County Mid-Year Impact Report for 2013.

A brief update was given on the Pump Station #1 and #2 Rehabilitation Project.

The school year for USD #372 began on August 14, 2013. The school lights have been turned on and the school zones are being enforced.

The Silver Lake Planning Commission met at 7:00 P.M., Wednesday, August 14, 2013 at Silver Lake City Hall. Purpose of this hearing pertained to the rezoning of the property located at Lot 9, Block A, Silver Lake East Subdivision No. 7 in Silver Lake. The present zoning is “R” Single Family Dwelling District and the requested zoning is “R-3” Multiple Family Dwelling District. Discussion concerning the actions taken at this hearing will be held at the next meeting.

Mayor Smith reminded council that the next meeting is scheduled for September 4, 2013 at 5:30 P.M. The following meeting will be held on September 16, 2013 at 5:30 P.M. Smith noted that the September 4th meeting is being held on Wednesday because of the Labor Day holiday and that he will not be able to attend this meeting.

Council was informed that USD #372 recently banned the discharging of fireworks on school property.

With no further business to come before council, Councilman Noble moved to adjourn the meeting at 6:15 P.M. The motion was seconded by Councilman Linderman and approved.
