The Governing Body of the City of Silver Lake met in regular session at city hall on Thursday evening April 20, 2017 with President Nancy Bryant conducting the meeting and the following Councilmembers present: Tim Kampsen, Heath Robinson, Larry Ross (3) Absent: Mayor Mack Smith, Councilman Tom Noble (1).

Councilmember Bryant presented the Monthly Financial Report for March, 2017.

Motion was made by Councilman Ross and seconded by Councilman Robinson that the minutes from the last regular session held on April 3, 2017 be approved as amended.

Claim vouchers in the amount of $8,186.27 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Robinson and seconded by Councilman Ross that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: Tim Kampsen, Heath Robinson, Larry Ross (3) NAY: None. Ordinance was declared passed and was given no. 2361.

It was moved by Councilman Robinson and seconded by Councilman Ross that the city accept Kay Yette’s resignation as Part-time Custodian effective 4/24/2017. Motion carried.

Public Works Superintendent Taylor and City Clerk Stadler interviewed Joyce Grimmett to fill the Part-time Custodian position. After council’s review of her employment application and upon recommendation from Superintendent Taylor, it was moved by Councilman Robinson and seconded by Councilman Ross to appoint Joyce Grimmett as the new Part-time Custodian.

Council reviewed bids received from Sunflower Paving, Bettis Asphalt, and Hamm, Inc. for the 2017 Street Repair Project, with Hamm’s bid being low. After discussion regarding proposed work recommended to be included in this project, and funding to carry out the needed repairs, it was moved by Councilman Robinson and seconded by Councilman Kampsen that any decisions on what items should be included or omitted from the project be tabled until the May 1, 2017 meeting when the City Clerk and Mayor are present. Motion carried.

A Silver Lake Businessman was present to discuss his desire to purchase certain properties for the purpose of expanding his business. After discussion was held regarding zoning regulations, flood plain regulations and current building code regulations, as it applies to these properties, City Attorney Luckman was directed by council to assist the businessman in providing KDOT with information they have requested receiving from the city prior to their approval for access to the proposed business from Highway 24/Chestnut.

Assistant City Clerk Gowin informed council of the need to approve a starting salary for the newly appointed Part-time Custodian Grimmett. After discussion on the number of hours approved for this position, it was moved by Councilman Robinson and seconded by Councilman Ross that the starting salary be $12.00 per hour.

Councilman Kampsen exited the meeting at 5:50 P.M.

Public Works Superintendent Taylor reported on bids from McElroy, D.L. Smith and C C E Service, Inc. for transfer switches for the lift stations. These bids and associated expenses will be reviewed at the meeting on May 1, 2017.

Councilman Robinson shared with councilmembers information about the property owner’s intended use of the lot adjacent to the city’s lift station on Sage.

Public Works Superintendent Taylor reported on the status of the drainage problem the property owner is experiencing at 104 Center.

City Attorney Luckman reported that the city has received a request for a variance to the fence height requirements on the property located at 205 Theresa. He has requested some additional information prior to a hearing being scheduled with the Silver Lake Board of Zoning Appeals. He has not yet received this information.

Councilmember Bryant announced that the next regular council meeting is scheduled for May 1, 2017 at 5:30 P.M.

With no further business to come before council Councilman Ross moved, Councilman Robinson seconded and it was approved for the meeting to be adjourned at 6:10 P.M.
