REGULAR SESSION MONDAY EVENING NOVEMBER 19, 2018
The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening November 19, 2018 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Nancy Bryant, Tim Kampsen, Heath Robinson, Larry Ross (4) Absent: Tom Noble (1).
A local high school student introduced himself to council and said he would be observing the meeting tonight as part of a class requirement.
Motion was made by Councilman Ross and seconded by Councilman Kampsen that the minutes from the last regular session held on November 5, 2018 be approved.
Claim vouchers in the amount of $48,845.20 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Robinson and seconded by Councilman Ross that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Tim Kampsen, Heath Robinson, Larry Ross (3) NAY: None. Ordinance was declared passed and was given No. 2408.
Councilmember Bryant entered the meeting at 5:37 P.M.
Council discussed the current contract with Storm Softball and the Silver Lake Lions Club. It was agreed that there are no changes that need to be made to the current contract this year. Although, council would like Public Works Superintendent Taylor and Public Works Assistant Smith to make sure they meet the contract stipulations next year, especially in regards to mowing and grounds upkeep. Motion was then made by Councilman Ross to accept this contract as presented. Motion was seconded by Councilman Robinson and approved. City Attorney Luckman will provide City Clerk Stadler with the most recent version of this contract.
Motion was made by Councilman Robinson that up to $2,000.00 be paid to repair the backhoe as needed. If the repairs exceed $2,000.00, authorization must be made by Mayor Smith. Motion was seconded by Councilmember Bryant and approved.
Public Works Superintendent Taylor reported that they will be renting a lift to assist with putting up the holiday lights since the backhoe is not working at this time.
At the next meeting Public Works Superintendent Taylor will present prices to replace the furnace at the city shop.
Public Works Assistant Smith showed council before and after pictures of updates that were made to the wells.
Council was reminded that the Annual Tree Lighting Ceremony is scheduled for December 4, 2018 at 6:30 P.M. This ceremony will be held at the Silver Lake Community Building.
Council reviewed a letter that City Attorney Luckman sent to a property owner that was interested in developing certain areas in Lakeland Subdivision. Luckman said that this property owner is free to make additional requests but according to previous studies and reports, the city would require the construction of Rice Road in some manner prior to developing this property.
City Attorney Luckman updated council on several letters he is writing to a resident that has several violations on his property. Luckman will be meeting with Public Works Superintendent Taylor to discuss a possible dedicated road in the area where one of these violations exist.

Councilmember Bryant presented the monthly treasurers report.
Motion was made by Councilman Robinson to adopt a resolution that would allow a portion of the free and unencumbered balance remaining in the 2018 General Fund and Waterworks Fund to be transferred to the Capital Improvement Fund and Utility Reserve Fund with the total transfers not to exceed $50,000.00. Motion was seconded by Councilman Ross and approved.
Mayor Smith recently read a book to the preschoolers at the Silver Lake Library.
Mayor Smith told council that in the latest Kansas Lifeline Magazine there is a good article relating to easements.
The next meeting is scheduled for December 3, 2018 at 5:30 P.M. The following meeting is scheduled for December 17, 2018.
Motion was made by Councilman Ross, seconded by Councilmember Bryant and approved that council adjourn into executive session at 6:20 P.M. to discuss matters relating to personnel. The regular session was scheduled to resume at 7:00 P.M. Public Works Superintendent Taylor was present during a portion of this executive session.
The public meeting reconvened at 7:00 P.M.
Motion was made by Councilman Ross to enter into executive session at 7:00 P.M. to discuss personnel matters. Regular session was scheduled to reconvene at 7:10 P.M. Motion was seconded by Councilmember Bryant and approved.
The public meeting convened at 7:10 P.M.
Motion was made by Councilman Robinson to approve year-end bonuses for city employees as recommended by council and to designate Monday, December 24, 2018 as a holiday. Motion was seconded by Councilmember Kampsen and approved.
Motion was made by Councilmember Bryant to approve salaries effective January 1, 2019 for city employees as recommended by council. Motion was seconded by Councilman Ross and approved.
With no further business to come before council, Councilman Robinson moved to adjourn the meeting at 7:15 P.M. Motion was seconded by Councilman Ross and approved.
