The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening July 6, 2015 with Mayor Smith conducting the meeting and the following Councilmembers present: Nancy Bryant, Tim Kampsen, Tom Noble, Heath Robinson, Larry Ross (5) Absent: None.

Motion was made by Councilman Robinson, seconded by Councilman Noble and approved that the minutes from the last regular session held on June 15, 2015 be approved.

Councilmember Bryant presented the monthly financial report.

Claim voucher was submitted to the council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Robinson and seconded by Councilmember Bryant that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Nancy Bryant, Tim Kampsen, Tom Noble, Heath Robinson, Larry Ross (5) NAY: None. Ordinance was declared passed and was given No. 2299.

City Accountants Nick Novelly and Tyler Boxberger were present to discuss the 2016 Budget. The city employees have provided them with a list of items that each department wanted to include in this budget. They tried to incorporate as many of these items into the budget as possible but some were not considered in an effort to avoid a large mill levy increase. Novelly and Boxberger will prepare a draft budget that includes the discussed changes including salary/health insurance adjustments and will present it to council at the next meeting. They will also research the Utility Reserve Fund that was established in 2009.

Public Works Superintendent Taylor presented the monthly public works report. He noted that the lagoon has recently been sampled but he has not received the results yet.

Chief Call presented the monthly police report. He noted that Officer Snyder is back to work following his ankle injury.

Public Works Superintendent Taylor reported that a resident that received a letter from the city in regards to a violation of the city code has started to rectify this violation but has not completed it yet.

Chief Call mentioned that overall everything went well over the 4th of July holiday, although, there was a complaint received about the number of days that fireworks are allowed to be discharged.

Motion was made by Councilman Ross that Chief Call purchase a laptop computer and software for the police department with the price not to exceed $1,200.00. Motion was seconded by Councilman Noble and approved. Call mentioned several other upcoming purchases for the police department, noting that these purchases are under his spending limit and will not require council action.

Councilman Kampsen commented that he thought that City Accountants Nick Novelly and Tyler Boxberger were very informative when discussing the 2016 Budget earlier in the meeting.

Chief Call will follow up on a dog complaint that was brought to attention tonight.

A Silver Lake resident was present and inquired about the status of the duplex that was damaged during a fire that occurred last year. Public Works Superintendent Taylor reported that this property was recently sold and that the new owner is planning on rebuilding this duplex. The resident expressed his concerns about the safety of this house and the amount of trash that is in this area. Public Works Superintendent Taylor was asked to contact the new owner of this property and discuss these concerns.

Councilman Noble asked City Clerk Stadler if she has looked into the insurance company that the fire department recently switched to. She indicated that she has talked to Chief Hawkins about this company and will do further research, although, the current city policy does not expire until April 2016.

Councilman Robinson discussed several things to think about when considering a possible mill levy increase for next year. Further discussion on the budget will be held at the next meeting.

Mayor Smith recently attended a Heartland Visioning Luncheon and he updated them on Silver Lake PRIDE Community activities. Members of Heartland Visioning wanted Mayor Smith to make the PRIDE representatives aware of Heartland Visioning as they may be able to assist them in some way.

Mayor Smith reported that Silver Lake, KS PRIDE decided not to proceed with plans for a 4th of July parade.

Public Works Superintendent Taylor reported that he is currently talking to CRWD #2 about being a backup water supplier for the City of Silver Lake.

Mayor Smith reminded council that the next meeting is scheduled for July 20, 2015 at 5:30 P.M. The following meetings will be held on August 3, 2015 and August 17, 2015, 2015 at 5:30 P.M.

Bid letting for the 2015 Street Repair Project is scheduled for July 20, 2015 at 5:00 P.M.

With no further business to come before council, it was moved by Councilman Noble, seconded by Councilman Ross and approved to adjourn at 7:40 P.M.
