The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening March 21, 2016 with Mayor Smith conducting the meeting and the following Councilmembers present: Nancy Bryant, Tim Kampsen, Tom Noble, Heath Robinson, Larry Ross (5) Absent: None.

Motion was made by Councilman Ross, seconded by Councilman Noble and approved that the minutes from the last regular session held on March 7, 2016 be approved as amended.

Claim voucher was submitted to the council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Noble and seconded by Councilman Robinson that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Tim Kampsen, Tom Noble, Heath Robinson, Larry Ross (4) NAY: None. Ordinance was declared passed and was given no. 2325.

Councilmember Bryant entered the meeting at 5:35 P.M.

Discussion was held concerning the agreement with the Storm Softball Club of Topeka and the Silver Lake Lions Club. This lease agreement allows Storm Softball to use the park ball diamonds for their ball club. At 5:00 P.M. today a brief meeting was held with Russ Cobb with the Silver Lake Lions Club and Buck Breckenridge with Storm Softball to review a proposed agreement. It was decided that City Attorney Luckman needs to amend several sections of this agreement. He will make these changes as directed by council. It was noted that one of the changes relates to the availability of the field to other organizations on Monday evenings, Tuesday evenings and Saturdays. Motion was made by Councilman Noble, seconded by Councilman Robinson and approved that this agreement be approved with changes as discussed. It was also agreed that in the future, when the city receives complaints about diamond availability, the complainants will be directed to contact Russ Cobb with the Silver Lake Lions Club.

Council discussed the 2016 Street Repair Project. A cost estimate prepared by Bettis Asphalt & Construction, Inc. was reviewed. City Attorney Luckman was then directed to prepare the bid documents for the streets selected to be included in the repair project for this year. Luckman indicated that he would have the draft documents ready for approval at the next meeting.

Motion was made by Councilmember Bryant that the proposal for audit/budget services received from Reese & Novelly, P.A. be accepted. Motion was seconded by Councilman Ross and approved.

Motion was made by Councilman Noble that Public Works Superintendent Taylor purchase a barrel of mosquito spray for the upcoming spraying season. Motion was seconded by Councilman Kampsen and approved.

Silver Lake Municipal Court is scheduled for Wednesday, March 30, 2016 at 5:00 P.M.

Chief Call reported that the Silver Lake Scholarship 5K & 1 Mile Fun Run is scheduled for Saturday, April 2, 2016.

The Silver Lake Prom is scheduled for April 9, 2016 with the After Prom activities being held at the high school.

National Prescription Drug Take-Back Day will take place on Saturday, April 30, 2016. Chief Call will be available at Silver Lake City Hall from 10:00 A.M. to 2:00 P.M. to collect these drugs.

Council reviewed a letter received from individual that received a traffic citation in Silver Lake. No action was taken.

Mayor Smith recently met with Eric Carre, with the Boy Scouts of America, to discuss things that the boy scouts can do for the City of Silver Lake. He was happy to report that there is now a troop in Silver Lake and they are wanting to help out when needed. Smith noted that they may attend upcoming council meetings to lead those in attendance in the Pledge of Allegiance at the start of the meeting.

Mayor Smith reported that the Silver Lake Easter Egg Hunt went well and the attendance was good.

The Silver Lake Lions Club hosted a “Meet your Legislator” event on March 12, 2016. Mayor Smith attended this event and said it went well and that attendance was good.

Mayor Smith discussed several proposed legislative bills.

On March 30, 2016 at 6:00 P.M., members of Heartland Visioning will be meeting with the Silver Lake, KS Pride Community to discuss how they can assist the Silver Lake area. This meeting will be held at the Silver Lake Methodist Church and is open to the public. This meeting will follow a soup supper that is being held at the church, sponsored by Friends of the Silver Lake Library.

Mayor Smith reminded council that the next meeting is scheduled for April 4, 2016 at 5:30 P.M. The following meeting will be held on April 18, 2016 at 5:30 P.M. He noted that Councilmember Bryant will not be able to attend the meeting on April 18, 2016.

With no further business to come before council, Councilman Noble moved to adjourn the meeting at 6:10 P.M.  Motion was seconded by Councilman Ross and approved.
