REGULAR SESSION MONDAY EVENING FEBRUARY 15, 2021

The Governing Body of the City of Silver Lake met in regular session at city hall and by conference call 1-844-474-0925 passcode 73370940 on Monday evening February 15, 2021, at 5:30 PM with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Tom Noble, Brad Bryant, Heath Robinson, and Larry Ross (4). Absent: Tim Kampsen (1). Also present were City Attorney Todd Luckman, Public Works Utility Superintendent Willie Smith, Police Chief Marc McCune, Clerk Michelle Brown.

Jason Ross, Silver Lake, KS; was present to discuss the Lions Club Ball Field and his thoughts on the new reservation policy that the Lions Club has implemented.

Further discussion was had on other options for parks and ball fields in town and what could be done with some land owned by the City. 

A motion was made by Councilmember Ross and seconded by Councilmember Noble that the minutes from the last regular session on February 1, 2021, be approved as written. 

Claim vouchers in the amount of 13,521.88 dollars were submitted to the Council for appropriation. An Ordinance entitled "An Ordinance appropriating money to pay certain claims" was introduced and read at length. A motion was made by Councilmember Noble and seconded by Councilmember Ross that said Ordinance be accepted as read and was then placed on final passage by a roll call of the following vote: AYE: Tom Noble, Brad Bryant, Heath Robinson, Larry Ross (4) NAY: None. With no further discussion, Ordinance was declared passed and was given No. 2482.

Mike Burton discussed the Veteran Memorial that the Silver Lake American Legion Post #160 currently owns and would like to deed to the City. When the 1st draft of the deed is done, Mike Burton will provide a copy to the Council for review.   

Councilmember Robinson motioned to approve the Application for Liquor License received from Hernandez Mexican Restaurant contingent upon providing a copy of their State Liquor License. Councilmember Noble seconded the motion, and with no further discussion, the motion carried.

Councilmember Robinson motioned to hire Tyler Boxberger to create and present the 2022 budget. Councilmember Ross seconded the motion, and with no further discussion, the motion carried.

Councilmember Ross made a motion to purchase a new salt and sander not to exceed 6,500.00 dollars. Councilmember Noble seconded the motion, and with no further discussion, the motion carried.
 
Councilmember Robinson made a motion to purchase salt and sand mixture not to exceed 1,500.00 dollars. 
Councilmember Noble seconded the motion, and with no further discussion, the motion carried.
 
Police Chief McCune wanted to thank the public works employee for salt and sanding the streets.
 
Discussion on Lions Park was held. Council would like for Mayor Smith to talk with a representative for the Lions Club about the ball field's deed and use. 
 
Councilmember Bryant moves that Council recess into executive session for five (5) minutes and reconvene the meeting at 6:45 PM in the conference room at City Hall located at 218 West Railroad in Silver Lake, Kansas and by the telephone conference number 1-844-474-0925 passcode #73370940 For the purpose of discussing nonelected personnel matters.

Councilmember Bryant further moves that Mayor Mack Smith and Clerk Brown join the executive session to aid the Council in discussing the personnel matter. Councilmember Ross seconded the motion, and with no further discussion, the motion carried.
 
Councilmember Ross made a motion to give the Fulltime Police Officer a six-month pay raise bringing his salary to 44,510.00 dollars. Councilmember Noble seconded the motion, and with no further discussion, the motion carried.
 
Councilmember Robinson made a motion to give Part-Time Police Officer a six-month pay raise bringing his hourly rate to 18.50 dollars effective on the anniversary date. Councilmember Noble seconded the motion, and with no further discussion, the motion carried.

Councilmember Noble made a motion to give part-time public works employee a six-month pay raise bringing his hourly rate 15.00 dollars effective on the anniversary date. Councilmember Robinson seconded the motion, and with no further discussion, the motion carried.

The next meetings are scheduled for Monday, March 1, 2021, at 5:30 PM. The following meeting is scheduled for March 15, 2021, at 5:30 PM. 

With no further business to come before Council, Councilmember Noble moved to adjourn the meeting at 6:48 PM.
