REGULAR SESSION MONDAY EVENING MAY 3, 2021

The Governing Body of the City of Silver Lake met in regular session at city hall and by conference call 1-844-474-0925 passcode 73370940 on Monday evening May 3, 2021, at 5:30 PM with Mayor Mack Smith conducting the meeting and the following Council members present: Tom Noble, Brad Bryant, Larry Ross, Heath Robinson (4) Absent: Tim Kampsen (1). Also present were City Attorney Todd Luckman, Public Works Utility Superintendent Willie Smith, Police Chief Marc McCune, Clerk Michelle Brown, and Assistant Clerk Marie Beam.

Bill Ross with the 150th committee was present to discuss the event they are having in June. Mr. Ross let Council know the plans for the parade and what he would like the Council and City employees to help with.

A motion was made by Councilmember Noble and seconded by Councilmember Ross that the minutes from the last regular session on April 19, 2021, be approved as written.

Councilmember Bryant presented the monthly financial report.

Claim vouchers in the amount of 12,521.68 dollars were submitted to the Council for appropriation. An Ordinance entitled "An Ordinance appropriating money to pay certain claims" was introduced and read at length. A motion was made by Councilmember Robinson and seconded by Councilmember Ross that said Ordinance be accepted as read and was then placed on final passage by a roll call of the following vote: AYE: Tom Noble, Brad Bryant, Heath Robinson, and Larry Ross (4) NAY: None. With no further discussion, Ordinance was declared passed and was given No. 2488.

Council reviewed bids received from Sunflower Paving, Inc., Approved Paving, LLC., Ham, Inc., and Bettis Asphalt & Construction, Inc. for the 2021 Street Repair Project, with Bettis Asphalt being the low bid. Councilmember Noble made a motion to award the 2021 Street Repair Project to Bettis Asphalt & Construction, Inc. at a bid price of 71,264.37 Dollars. A motion was seconded by Councilmember Robinson and approved. City Attorney Luckman will proceed with the documents for this project.

Councilmember Noble made a motion to add Abram Bettencourt to the list of designated individuals who have access to the water tower. Councilmember Ross seconded the motion, and with no further discussion, the motion carried.

In accordance with the statutes, Mayor Smith has prepared for Council a list of the following names for appointive office to the City of Silver Lake for a one (1) year term: City Clerk – Michelle Brown; Assistant City Clerk – Marie Beam, Public Works Superintendent – Will Smith; Public Works Assistant – Bill Berndt; Part-Time Public Works Employee – Ron Taylor; Police Chief – Marc McCune; Full-Time Police Officer – Doug Ashcraft; Part-Time Police Officer – Gage Steckel; Part-Time Police Officer – Carl Boyce; City Attorney – Todd Luckman; City Judge – Alan Streit. Council President – Councilmember Robinson; Finance Department – Councilmember Bryant; Police Department – Councilmember Ross; Water Department – Councilmember Noble; Street Department – Councilmember Robinson; Park Department – Councilmember Kampsen. A motion was made by Councilmember Noble, seconded by Councilmember Robinson, and approved that Mayor Smith's recommendations be accepted.

Councilmember Noble made a motion that the two (2) Certificate of Deposits that matured at Silver Lake Bank on April 23, 2021, be renewed for a term of ten (10) months at an interest rate of 0.45 %. The motion was seconded by Councilmember Ross and approved. The interest earned from these CD's is for the General Fund.

Police Chief McCune gave the monthly police report. McCune would like to purchase ammunition. Councilmember Noble made a motion to purchase ammunition not to exceed 1,500.00 dollars. The motion was

seconded by Councilmember Ross and approved. Police Officer Boyce will be certified by August in safety seat installation.

Public Works Utility Superintendent Smith presented the monthly public works report.

City Attorney Luckman informed Council about the American Rescue Plan Act.

Police Chief McCune would like to amend the budget request to add a third Fulltime Police Officer. Councilmember Noble made a motion to accept the budget request change. Councilmember Ross seconded the motion, and with no further discussion, the motion carried.

Mayor Smith mentioned he talked to City Engineer Pat Cox about the water connection with Rural Water District 2.

The next meeting is scheduled for Monday, May 17, 2021, at 5:30 PM. The following meetings are scheduled for June 7, 2021, at 5:30 PM, and June 21, 2021, at 5:30 PM.

A discussion was held on the necessity of the use of conference calls for further meetings. Councilmember Noble made a motion to stop using the conference call at every meeting. The motion was seconded by Councilmember Ross and approved.

With no further business to come before Council, Councilmember Noble moved to adjourn the meeting at 6:23 PM. Councilmember Ross seconded the motion, and with no further discussion, the motion carried.
