REGULAR SESSION MONDAY EVENING JUNE 15, 2020

The Governing Body of the City of Silver Lake met in regular session on Monday evening June 15, 2020 with Mayor Mack Smith conducting the meeting and the following Councilmembers present at City Hall: Tim Kampsen, Larry Ross, Brad Bryant, Heath Robinson, Tom Noble (5). Also present were City Attorney Luckman, City Engineer Pat Cox, Public Works Superintendent Smith, Clerk Brown, and Assistant Clerk Beam.

Motion was made by Councilmember Noble and seconded by Councilmember Ross that the minutes from the last regular session held on June 1, 2020, be approved as amended.

Claim vouchers in the amount of $4222.76 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. A motion was made by Councilmember Ross and seconded by Councilmember Noble that said ordinance be accepted as read and was then placed on final passage by roll call vote of the following vote: AYE: Larry Ross, Brad Bryant, Tim Kampsen, Tom Noble, Heath Robinson NAY: None. The ordinance was declared passed and was given No. 2457.

Discussion was held on the waterline located on Chilson Rd.

Councilmember Noble moves that Council recess into executive session for 10 minutes and reconvene the regular meeting at 5:51 p.m. in the conference room at City Hall located at 218 West Railroad in Silver Lake, Kansas. For the purpose of attorney/client privilege issue in order to protect the privacy of the parties.

Councilmember Noble further moves that Mayor Mack Smith, Public Works Superintendent Will Smith and City Engineer Pat Cox join the executive session to aid the Council in their discussion. Motion was seconded by Councilmember Kampsen and with no further discussion motion carried.

Regular Session reconvened at 5:51 P.M.

Council directs staff to establish a credit card option with Kanpay.

Public Works Superintendent Smith would like to buy some water parts. Motion was made by Councilmember Noble that Public Works Superintendent Smith be authorized to purchase water parts not to exceed $1200.00. Motion was seconded by Councilmember Robinson and approved.

Public Works Superintendent Smith needs to order 4 barrels of Klenphos for the water department. Motion was made by Councilmember Noble that Public Works Superintendent Smith be authorized to purchase 4 barrels of Klenphos for the water system as needed. Motion was seconded by Councilmember Robinson and approved.

Police Officer Ashcraft was here to discuss some recent vandalism and car burglaries.

A water customer was here to discuss a water bill he has received.

Council directs staff to work on a payment plan with the water customer. Council also asked City Attorney Luckman and Public Works Superintendent Smith to work together to calculate what the City’s cost of water is.

The annual audit has begun.

The City Office will be closed on Friday, July 3, 2020 in honor of Independence Day.

The city has distributed the CCR report to all customers as required by law. An informational FEMA letter was also included with this public mailing.

The City is still accepting application for the Full-Time Police Officer Position.

The City received an application to close down a street for the 4th of July. Council directed Police Officer Ashcraft to speak to the neighbors and for Public Works Superintendent Smith to deliver the barricades.

Discussion was held on a property that needs to be cleaned up. Police Officer Ashcraft and Councilmember Kampsen said they will go talk to the property owner.

Mayor Smith asked about a street project update. The City has sent the agreement now we are waiting for Sunflower to return the signed copy.

The complaint at Lions park has been addressed.

A Special Meeting is scheduled for Thursday, June 18, 2020 at 1:00 P.M.

The next meeting is scheduled for July 6, 2020 at 5:30 P.M. The following meeting is scheduled for July 20, 2019 at 5:30 P.M.

With no further business to come before Council, Councilmember Noble moved to adjourn the meeting at 6:30 P.M. Motion was seconded by Councilmember Ross and with no further discussion motion was approved.
