MONDAY EVENING AUGUST 16, 2021
The Governing Body of the City of Silver Lake met in regular session at city hall and by conference call on Monday evening August 16, 2021 at 5:30 P.M. with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Larry Ross, Tom Noble, Brad Bryant, Heath Robinson, and George Lambert (via phone) (5). Also present were City Attorney Todd Luckman, Public Works Assistant Bill Berndt, Police Officer Doug Ashcraft and Assistant Clerk Marie Beam.
Silver Lake resident Kenneth Lilley was present for Public Comments. He stated he wanted to get acquainted with the current Councilmembers. He also requested that the City of Silver Lake maintain the parking spots in front of the Silver Lake Post Office. City Attorney Luckman is to research the plat maps of the location to determine who is responsible for the maintenance of the parking spaces.
A motion was made by Councilmember Ross and seconded by Councilmember Noble that the minutes from the last regular session on August 2, 2021, be approved as written.
Claim vouchers in the amount of $4620.49 dollars were submitted to council for appropriation. An Ordinance entitled "An Ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilmember Ross and seconded by Councilmember Noble that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Larry Ross, Tom Noble, Heath Robinson, Brad Bryant, George Lambert (5) NAY: None. With no further discussion Ordinance was declared passed and was given No. 2498.
The Lakeland Subdivision replat was researched by City Attorney Luckman to determine if the Home Owners Association Rules would still be enforced. The replat does not void the current Covenants. Councilmember Robinson made the motion to accept the recommendation of the Planning Commission to approve the Lakeland Subdivision replat with the standing covenants. The motion was seconded by Councilmember Noble and approved.
City Accountant Tyler Boxberger was present to discuss the final draft of the 2022 Budget. City Accountant Boxberger is to get the final draft sent to the clerk, and the 2022 Budget hearing and the RNR hearing are to be scheduled for the September 8, 2021 Council Meeting.
A maintenance contract for the city’s generators was presented to Council. A motion was made by Councilmember Ross to continue the agreements with Foley Equipment Co. to maintain the generators. Motion was seconded by Councilmember Noble and approved.
Mark Reeder with the Mason’s Lodge was present to discuss the donation of the Mason Building to the City of Silver Lake. The Masons have balloted and the donation has been approved. The Mason’s requested that their current meeting area be left as is and that fact be stated clearly in the deed. Attorney Luckman is to update the deed and it will be added to the September 8, 2021 meeting agenda.
An Ordinance involving the use and protection of water meters by the City of Silver Lake was discussed. Motion was made by Councilmember Noble and seconded by Councilmember Ross that said ordinance be accepted and placed on final passage by roll call of the following vote: AYE: Larry Ross, Tom Noble, Heath Robinson, Brad Bryant, George Lambert (5) NAY: None. With no further discussion Ordinance was declared passed and was given No. 2499.
An Ordinance involving the use of UTV’s in the city limits of the City of Silver Lake was presented. A motion was made by Councilmember Robinson and seconded by Councilmember Ross that said ordinance be approved with amended fee of 40 dollars, with the publication date of the ordinance is to be determined. was then placed on final passage by roll call of the following vote: AYE: Larry Ross, Tom Noble, Heath Robinson, Brad Bryant, George Lambert (5) NAY: None. With no further discussion Ordinance was declared passed and was given No. 2500. Ordinance No. 2500 will go into effect on the publication date.
Councilmember Noble advised council that the Seniors would like to put a recycle bin at the Senior Center. Council directed Councilmember Noble to inform the Seniors to get the requested recycle bin.
Councilmember Robinson discussed complaints about tall weeds in town.
The next meeting is scheduled for Wednesday, September 8, 2021 at 5:30 P.M. The following meetings are scheduled for September 20, 2021 at 5:30 P.M and October 4, 2021 at 5:30 P.M.
Councilmember Noble moves that Council recess into executive session for ten (10) minutes and reconvene the meeting at 6:53 p.m. in the conference room at City Hall located at 218 West Railroad in Silver Lake, Kansas and by the telephone conference number 1-844-474-0925 pass code #73370940 For the purpose of discussing a personnel matter.
Councilmember Noble further moves that Mayor Mack Smith and City Attorney Luckman join the executive session. Motion was seconded by Councilmember Bryant and with no further discussion, the motion carried.
Regular Session reconvened at 6:53 P.M.
With no further business to come before Council, Councilmember Ross moved to adjourn the meeting at 6:53 P.M. Motion was seconded by Councilmember Noble and with no further discussion motion was approved.
