REGULAR SESSION MONDAY EVENING OCTOBER 7, 2019

The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening October 7, 2019 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Tim Kampsen, Larry Ross, Tom Noble, Brad Bryant (4) Gone: Heath Robinson (1). ). Also present were Public Works Superintendent Taylor, Police Chief Call, City Clerk Brown and Assistant City Clerk Beam.

Motion was made by Councilmember Noble to approve the minutes from the last regular session held on September 16, 2019 as amended. Motion seconded by Councilmember Ross and approved.

Councilmember Bryant presented the Financial Report.

City Attorney Luckman arrived at 5:33 PM

Claim vouchers in the amount of $16,499.43 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilmember Ross and seconded by Councilmember Noble that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Tim Kampsen, Larry Ross, Tom Noble, Brad Bryant (4) NAY: None. Ordinance was declared passed and was given No. 2436.

A group was here from the Sesquicentennial committee to discuss possible events planned for the festival. The Sesquicentennial will be held June 13th and 14th 2020. The committee is asking for $5,000 to help with start up costs. Council decided to Table this topic until the next meeting, to give time to decide if the extra money was available.

Council reviewed the Facility Use Agreement received from Meals on Wheels, Inc. This agreement allows them to use the community building for the Senior Nutrition Program. Motion was made by Councilmember Noble, seconded by Councilmember Kampsen and approved that this agreement be accepted.

Chief Call presented the monthly police report.

Public Works Superintendent Taylor presented the monthly public works report.

Public Works Superintendent Taylor reported that the new tires are bought and put on the truck. An electrician came and looked at the shelter house and city offices to give a bid on the electrical work. Public Works Superintendent Taylor also mentioned the Santa suit is old and needs to be replaced if we are going to continue to have a Santa at the tree lighting. Council directed Public Works Superintendent Taylor to buy a new suit.

The Annual Hotdog Cookout will be held on October 31, 2019 at 5:00 P.M. Chief Call updated council on the progress of this event preparation.

Chief Call mentioned that homecoming is on October 11th, 2019.

Due to the material change in service provided by Reece and Novelly the council chooses to revisit its previous determination to continue services with Reece and Novelly.

The Black Back-up box for the city computers is going out and needs to be replaced. The cost is $800.00. Motion was made by Councilmember Noble to purchase a new black box and seconded by Councilmember Bryant and approved.

Todd presented the return to work policy he was asked to design. Motion was made by Councilmember Ross to adopt the policy seconded by Councilmember Noble and approved.

Councilmember Noble mentioned the Code book and Employee manuals need to be updated.

Mayor Smith reported that the city’s share of the corn crop has been sold and payment has been received.

The solar lights at the welcome sign on the east side of town do not work. Mayor Smith would like Public Works Superintendent Taylor to look into what it would cost to hard wire the lights in.

New court and council dates were provided.

Homecoming parade is Friday October 11th,2019 at 1:45.

Next meetings October 21st, 2019. The meetings in November are scheduled for: November 4th, 2019 and November 18th, 2019

With no further business to come before council, Councilmember Noble moved to adjourn the meeting at 6:47 P.M. Motion was seconded by Councilmember Kampsen and approved.
