REGULAR SESSION MONDAY EVENING June 7, 2021
The Governing Body of the City of Silver Lake met in regular session at City Hall on Monday evening June 7, 2021, at 5:30 PM with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Tom Noble, Brad Bryant, Larry Ross, Heath Robinson, Tim Kampsen (5). Also present were City Attorney Todd Luckman, Public Works Utility Superintendent Willie Smith, Police Chief Marc McCune, Clerk Michelle Brown, and Assistant Clerk Marie Beam.
Jordan Landis was present during public comments to discuss a water bill. Councilmember Robinson made a motion, based on the fact that a licensed plumber inspected and found no issue as well as research done by the City of Silver Lake found no issue, that the customer be charged an amount equal to the previous month’s bill for the month of March. Councilmember Ross seconded the motion, and with no further discussion, the motion carried.
Charles Wilson representing the Mason Lodge was present during public comments to discuss the transfer of the Mason’s building to the City of Silver Lake with conditions. He further requested that City Attorney prepare a deed to be reviewed by City Council and the Masons.
A motion was made by Councilmember Noble and seconded by Councilmember Ross that the minutes from the last regular session on May 17, 2021, be approved as written.
Councilmember Bryant presented the monthly financial report.
Claim vouchers in the amount of 8109.66 dollars were submitted to the Council for appropriation. An Ordinance entitled "An Ordinance appropriating money to pay certain claims" was introduced and read at length. A motion was made by Councilmember Noble and seconded by Councilmember Robinson that said Ordinance be accepted as read and was then placed on final passage by a roll call of the following vote: AYE: Tom Noble, Brad Bryant, Heath Robinson, Tim Kampsen and Larry Ross (5) NAY: None. With no further discussion, Ordinance was declared passed and was given No. 2490.
Kevin Vanderbilt of 601 Center was present to discuss the permitting of UTV’s to be driven in town. Proposed rules and regulations were discussed at length. City Attorney Luckman was asked to draft a document to outline possible rules and regulations. Further discussion is to be added to the June 21st Agenda.
Chief McCune presented a request to Council to reallocate a part-time police officer to a full-time police officer. Councilmember Ross made a motion to hire the part-time employee on a full-time basis. The salary is to be equivalent to the current hourly rate translated to a yearly salary. Councilmember Noble seconded the motion, and with no further discussion, the motion carried.
Police Chief McCune presented the monthly police report.
Public Works Utility Superintendent Smith presented the monthly public works report.

Public Works Utility Superintendent reported that another 150 auto read meters have been installed. He also stated that he is looking into further education for himself and the public works assistant.
A request was made by the Kaw Valley Bicycle Club to have fees waived for the one time use of the community center on September 18th from 8:30 am to 11:30 am. Councilmember Noble made a motion to waive the fees. The motion was seconded by Councilmember Kampsen and approved.
Another request was made by the 150th committee to have fees waived for the one time use of the community center on June 26th from 3 pm to 5 pm for Bingo. Councilmember Robinson made a motion to waive the fees. The motion was seconded by Councilmember Noble and approved.
Discussion was held about an issue with the condition of several yards in town. Public Works Utility Superintendent Smith is to talk to the individuals. Public Works Utility Superintendent Smith is also to look into finding a company to fix some curb issues.
The next meeting is scheduled for Monday, June 21, 2021, at 5:30 PM. The following meetings are scheduled for Thursday July 8, 2021, at 5:30 PM, and July 19, 2021, at 5:30 PM.
Councilmember Noble moves that Council recess into executive session for fifteen (15) minutes and reconvene the meeting at 7:15 PM in the conference room at City Hall located at 218 West Railroad in Silver Lake, Kansas for the purpose of discussing personnel matters.
Councilmember Noble further moves that Mayor Mack Smith join the executive session to aid the Council in discussing the matter. Councilmember Robinson seconded the motion and was then placed on final passage by a roll call of the following vote: AYE: Tom Noble, Brad Bryant, Heath Robinson, Larry Ross, and Tim Kampsen (5) NAY: None. With no further discussion, motion carried.
Regular session reconvened at 7:15 PM.
With no further business to come before Council, Councilmember Robinson moved to adjourn the meeting at 7:15 PM. Councilmember Noble seconded the motion, and with no further discussion, the motion carried.
