The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening February 4, 2019 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Tim Kampsen, Tom Noble, Heath Robinson, Larry Ross (4) Absent: Nancy Bryant (1).

Motion was made by Councilman Ross and seconded by Councilman Noble that the minutes from the last regular session held on January 23, 2019 be approved as amended.

Claim vouchers in the amount of $7,764.35 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Robinson and seconded by Councilman Noble that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Tim Kampsen, Heath Robinson, Tom Noble, Larry Ross (4) NAY: None. Ordinance was declared passed and was given No. 2417.

Motion was made by Councilman Ross to approve the Application for Liquor License received from Blacksmith Hall LLC. Motion was seconded by Councilman Robinson and approved.

Chief Call presented the monthly police report.

Public Works Assistant Smith presented the monthly public works report.

Motion was made by Councilman Noble and seconded by Councilman Ross that the minutes from the regular session held on January 7, 2019 be amended to indicate that Public Works Superintendent Taylor was not at the meeting.

Public Works Assistant Smith reported that at the next meeting City Engineer Pat Cox will be present with an estimate cost to change the method in which chlorine is added to the water system. The city is currently using gas chlorine but would like to change to liquid chlorine. It was noted that Engineer Cox has recommended Haynes Equipment for this project should the city decide to proceed.

Public Works Assistant Smith reported that in the near future they will be recycling all of the scrap metal.

Public Works Assistant Smith has completed the necessary paperwork to assure the city’s participation in the Community Rating System (CRS) for flood insurance.

Chief Call reported that the new shotguns have been delivered.

National Prescription Drug Take-Back Day will take place on Saturday, April 27, 2019. Chief Call will be available at Silver Lake City Hall from 10:00 A.M. to 2:00 P.M. to collect these drugs. He briefly explained this drug takeback process.

Chief Call reported that on April 1, 2019 the city will be able to apply for a grant to receive soft plates for the new bullet proof vests they were recently awarded. If awarded this grant, the city would receive up to $1,200.00 per vest.

Chief Call reported that Officer Snyder will begin teaching the DARE curriculum in Silver Lake on February 12, 2019 with the DARE Graduation being scheduled for May 2, 2019.

The new computer for the police department is scheduled to be installed tomorrow.

City Attorney Luckman reported that effective April 1, 2019 there will be changes to the cereal malt beverage license rules. He is currently preparing a new ordinance that will address these changes.

Councilman Noble questioned the decrease in reserve funds in the water/sewer utility account. City Clerk Stadler explained that this was due to an end of the year transfer from this account into the capital improvement fund. There were also repairs made to both wells and VFD’s were installed and this was costly.

Mayor Smith reminded council that the Silver Lake Public Schools Foundation Breakfast is scheduled for February 18, 2019 and if they would like to attend, they need to let City Clerk Stadler know as soon as possible.

The Shawnee County Commissioner of Elections has provided council with information on the 2019 City Elections.

Council reviewed the quarterly financial report prepared by City Clerk Stadler. They compared these cash balances with previous financial reports.

Motion was made by Councilman Robinson to approve the Memorandum of Understanding for Facility use during a Public Health Emergency. This allows the Shawnee County Health Department to use the Silver Lake Community Building in the event of an emergency. Motion was seconded by Councilman Noble and approved.

The next meeting is scheduled for February 18, 2019 at 5:30 P.M. The following meetings are scheduled for March 4, 2019 and March 18, 2019 at 5:30 P.M. Councilman Robinson and Chief Call will be unable to attend the March 4th meeting.

With no further business to come before council, Councilman Noble moved to adjourn the meeting at 5:50 P.M. Motion was seconded by Councilman Ross and approved.
