The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening February 6, 2012 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Nancy Bryant, Tim Kampsen, David Linderman, Tom Noble (4) Absent: Mike Geer (1).

Motion was made by Councilman Linderman, seconded by Councilman Noble and approved that the minutes from the last regular session held on January 18, 2012 be approved as amended.

Councilmember Bryant presented the monthly financial report.

Council reviewed the quarterly and yearly financial reports prepared by City Clerk Stadler. They compared these cash balances with previous financial reports. Mayor Smith noted that the cash balance in the water/sewer fund is down. The water/sewer rates were increased effective January 1, 2012 which will help increase the cash balance in this fund.

Claim voucher was submitted to the council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Noble and seconded by Councilmember Bryant that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Nancy Bryant, Tim Kampsen, David Linderman, Tom Noble (4) NAY: None. Ordinance was declared passed and was given No. 2197.

Chief Call presented the monthly police report. He explained the new format of this report and answered a few questions that council had.

Building/Grounds Superintendent Taylor reported that there was a water main break at the intersection of Railroad and Madore last week.

Building/Grounds Superintendent Taylor also reported that the high school shop teacher has made the wood sign for Little Lake Park. Taylor still needs to stain it and then he will landscape around it after it is erected.

Council approved Utility Superintendent Kalcik attending the Kansas Rural Water Association Annual Conference being held in Wichita in March.

Chief Call recently attended training at the National Center for Missing and Exploited Children in Alexandria, Virginia. The city cost for this training was minimal as Call received a grant for the training, lodging and travel expenses. He noted that this was excellent training and he did learn that they offer unlimited resources in the event a child goes missing.

Chief Call reported that Officer Zimmerman started teaching D.A.R.E. classes today. She will teach this class every day until they are completed. The graduation will be held in May and they may have it in the evening to encourage more parents to attend this graduation.

Motion was made by Councilman Noble to donate $150.00 to the Annual Easter Egg Hunt that has been scheduled for Saturday, March 31, 2012 at 11:00 AM. This event will be held south of the grade school on the practice football field. Motion was seconded by Councilman Linderman and approved.

The city has received a letter from the Shawnee County Commissioner of Elections requesting information on boundary changes for 2011. City Clerk Stadler responded that there were no boundary changes in Silver Lake last year.

Council reviewed a summary of franchises fees received in 2011.

A letter has been received from the Kansas Rural Water Association regarding delegates for the city. No action was taken.

The city has received a copy of the K-State Research and Extension – Shawnee County annual report of program impact for 2011.

Mayor Smith reported that he will not be able to participate in the annual “Mayor for Meals” on March 21, 2012. Councilmember Bryant said she may be able to participate in this event that delivers meals to local senior citizens.

Council was advised that Senator Kelly and Representative Burgess will hold a Town Meeting Saturday, March 31st at 8:00 A.M. at the Silver Lake Community Center. This event is sponsored by the Silver Lake Lions Club.

Mayor Smith recently attended a breakfast hosted by Representative Mike Burgess. There were other area mayors that attended this breakfast with discussion focusing on issues facing municipalities.

Mayor Smith reminded council that the next meeting is scheduled for February 20, 2012 at 5:30 P.M. The following meetings will be held March 5, 2012 at 5:30 P.M. and March 19, 2012 at 5:30 P.M. There may be a conflict with the meeting scheduled for the March 19th and that will be discussed at a later date.

With no further business to come before council, Councilman Noble moved to adjourn the meeting at 6:00 p.m. The motion was seconded by Councilman Linderman and approved.
