REGULAR SESSION MONDAY EVENING JUNE 20, 2016


The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening June 20, 2016 with Mayor Smith conducting the meeting and the following Councilmembers present: Nancy Bryant, Tim Kampsen, Tom Noble, Heath Robinson, Larry Ross (5) Absent: None.

Mr. Keen Umbehr was present and introduced himself to council. He will be running for Shawnee County District Attorney in the upcoming election.

Motion was made by Councilman Ross and seconded by Councilman Noble that the minutes from the last regular session held on June 6, 2016 be approved as amended.

Claim voucher was submitted to the council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Ross and seconded by Councilmember Bryant that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: Nancy Bryant, Tim Kampsen, Tom Noble, Heath Robinson, Larry Ross (5) NAY: None. Ordinance was declared passed and was given no. 2333.

A Proclamation for Kansas All-Star Football Shrine Bowl Day was presented to council. Motion was made by Councilman Noble, seconded by Councilman Robinson and approved to proclaim July 30, 2016 as Kansas All-Star Football Shrine Bowl Day. It was noted that Cole Baird of Silver Lake will be participating in this football game.

Motion was made by Councilman Noble that the contract between the City of Silver Lake and the Kansas State Employees Health Care Commission that expires on December 31, 2016 be renewed for three (3) years. This contract allows the city to obtain health insurance as a non-state group but under the state policy. Motion was seconded by Councilmember Bryant and approved.

Motion was made by Councilmember Bryant to adopt an ordinance amending section 5-305 of the Silver Lake City Code. This section relates to license fees and time limits for Solicitors, Canvassers, Peddlers or Transient Merchants. Motion was seconded by Councilman Ross and was then placed on final passage by roll call of the following vote: Nancy Bryant, Tim Kampsen, Tom Noble, Heath Robinson, Larry Ross (5) NAY: None. Ordinance was declared passed and was given no. 2334.

City employees presented a list of items that they would like included in the 2017 Budget. These lists will be forwarded to Reese & Novelly so they can prepare the draft budget prior to the July 6, 2016 meeting.

Public Works Superintendent Taylor reported that mulch was placed under the playground equipment at the city park by members of Silver Lake PRIDE and members of the local Mason organization. Taylor noted that they did a great job on a very hot day. Council appreciates their assistance with this community project. Mayor Smith will send thank you letters to these organizations. As soon as the weather cools down a little, their next community project will be painting fire hydrants.

Chief Call reported that the Shawnee County Sheriff’s Department recently changed their computer software causing issues with the computers in the patrol cars as they are connected to the county system. He is meeting with the county tomorrow and is hoping they can make the car computers compatible with the new system without having to purchase new software and/or computers.

Council reviewed the Special Use Permit prepared by City Attorney Luckman.

Councilman Robinson reported that he has talked to Silver Lake resident Derek Bahner and he is willing to fill the vacancy on the Silver Lake Board of Zoning Appeals. Motion was then made by Councilman Ross, seconded by Councilman Robinson and approved that Mr. Bahner be appointed to fill this vacancy effective immediately.

Councilmember Bryant brought up several issues relating to the Silver Lake Housing Authority Board. The original resolution that created this board refers to bylaws but at this time, the bylaws have not been found. Additional work will be done to locate these bylaws and City Attorney Luckman will try to determine the ownership of this property. She mentioned that the housing board is currently looking at other insurance options as the city policy will no longer cover the housing authority.

The Silver Lake Board of Zoning Appeals will meet on June 30, 2016 at 7:00 P.M. The purpose of this hearing is to address a request for a variance to the fence height requirements on the property located at 619 Walnut.

Chief Call reported that the storage box has been delivered for the fireworks stand that will be opening in Wehner’s parking lot on June 27, 2016. Chief Call and Fire Chief Hawkins will inspect this stand prior to it being open to the public.

Mayor Smith noted that the recent analytical results from the Kansas Department of Health & Environment were good.

Mayor Smith reminded council that the next meeting will be held on Wednesday, July 6, 2016 at 5:30 P.M. The following meeting will be held on July 18, 2016 at 5:30 P.M. Councilman Ross noted that he will be unable to attend the meeting scheduled for July 18, 2016.

With no further business to come before council, Councilman Noble moved to adjourn the meeting at 6:45 P.M.  Motion was seconded by Councilman Kampsen and approved.
