The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening June 6, 2016 with Mayor Smith conducting the meeting and the following Councilmembers present: Nancy Bryant, Tom Noble, Heath Robinson, Larry Ross (4) Absent: Tim Kampsen (1).

Motion was made by Councilman Ross and seconded by Councilman Robinson that the minutes from the last regular session held on May 16, 2016 be approved as presented.

Councilmember Bryant presented the monthly financial report.

Claim voucher was submitted to the council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Noble and seconded by Councilmember Bryant that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: Nancy Bryant, Tom Noble, Heath Robinson, Larry Ross (4) NAY: None. Ordinance was declared passed and was given no. 2331.

City Attorney Luckman has prepared a draft ordinance regulating solicitors, canvassers and peddlers in Silver Lake. This matter was tabled until the next meeting as Luckman would like Chief Call to review this ordinance prior to council taking final action.

Motion was made by Councilman Ross that the city donate $275.00 to Silver Lake PRIDE so they can rent a movie for the movie night they will be sponsoring later this summer. Motion was seconded by Councilmember Bryant and approved.

Chief Call presented the monthly police report.

Public Works Assistant Smith presented the monthly public works reports. He noted that the school district is doing some additional lead/copper testing. The city will be billed for this additional testing and then the school will reimburse the city.

Chief Call reported that at the last court, newly hired Judge Darian Dernovish did a great job. Some procedure changes will be made that will make preparation for court a little easier for Call.

Mayor Smith commended city employees for the great job they did immediately following the recent storm that caused damage in Silver Lake. He also noted that there was quick response from the City of Rossville, the Kansas Department of Transportation and residents that were willing to help.

Chief Call reported that a Firework Stand Permit Application has been received. This stand will be located in the parking lot at Wehner’s.

City Clerk Stadler asked that all budget requests for 2017 be turned in prior to the next meeting.

City Attorney Luckman presented a draft ordinance amending section 14-202. This section relates to the operation of motor vehicles on city property. After discussion, motion was made by Councilman Ross and seconded by Councilman Noble that this proposed ordinance be accepted as read and was then placed on final passage by roll call of the following vote: Nancy Bryant, Tom Noble, Heath Robinson, Larry Ross (4) NAY: None. Ordinance was declared passed and was given no. 2332.

Councilman Robinson asked if the city has a site where residents can take limbs following storms. He was informed that following recent storms residents were allowed to take limbs to an area near the lagoon but following this storm, this area was too wet for access.

The Silver Lake Board of Zoning Appeals will meet on June 30, 2016 at 7:00 P.M. The purpose of this hearing is to address a request for a variance to the fence height requirements on the property located at 619 Walnut.

Mayor Smith reminded council that there is currently a vacancy on the Silver Lake Board of Zoning Appeals. Councilman Robinson mentioned an individual that he was going to talk to about serving on this board.

The Kansas Department of Health & Environment has provided information on KanCap Board/Council Education Training that has been scheduled for June 16, 2016.

The city has received an estimate of Special Highway revenue for use in preparing the 2017 budget. City Clerk Stadler was going to follow up on this estimate so it can be compared with recent years.

The city has received the 2016 Pipeline Safety and Land Use Planning Guide.

Mayor Smith has received a copy of Heartland Visioning’s newsletter for the month of June.

Mayor Smith mentioned current League of Kansas Municipalities news. Council has also received the May issue of the Kansas Government Journal.

The school district has been in contact with the city about building a greenhouse on school property. City Attorney Luckman indicated that they will need a special use permit prior to building this greenhouse. Luckman will provide Public Works Assistant Smith with information on this special use permit.

Mayor Smith reminded council that the next meeting will be held on June 20, 2016 at 5:30 P.M. The following meetings will be held on Wednesday, July 6, 2016 and July 18, 2016 at 5:30 P.M. Councilman Ross noted that he will be unable to attend the meeting scheduled for July 18, 2016.

With no further business to come before council, Councilman Noble moved to adjourn the meeting at 6:25 P.M.  Motion was seconded by Councilman Ross and approved.
