REGULAR SESSION MONDAY EVENING MARCH 4, 2019

The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening March 4, 2019 with the following Councilmembers present: Tim Kampsen, Tom Noble, Larry Ross (3) Absent: Mayor Mack Smith, Nancy Bryant, Heath Robinson (3).

Motion was made by Councilman Ross that Councilman Kampsen be elected as the temporary president of council. This motion died for the lack of a second.

Motion was made by Councilman Kampsen, seconded by Councilman Ross and approved that Councilman Noble be elected as the temporary president of council.

Motion was made by Councilman Ross and seconded by Councilman Kampsen that the minutes from the last regular session held on February 18, 2019 be approved.

Claim vouchers in the amount of $10,191.87 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Noble and seconded by Councilman Ross that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Tim Kampsen, Tom Noble, Larry Ross (3) NAY: None. Ordinance was declared passed and was given No. 2419.

Public Works Assistant Smith presented the monthly public works report.

Motion was made by Councilman Noble that Public Works Assistant Smith be authorized to purchase Klenphos for the water system as needed. Motion was seconded by Councilman Ross and approved.

Discussion concerning the 2019 Street Repair Project will be held at the next meeting.

Public Works Assistant Smith recently attended a meeting to review the Shawnee County Hazard Mitigation Plan. He is currently working on information that needs to be submitted by March 16th to assist with this plan preparation.

Brief discussion was held concerning the summer help position. Public Works Assistant Smith told council that they have a good candidate for this position and will present this information to council at the next meeting.

City Attorney Luckman updated council on the Eagle Storage case.

Council reviewed a letter that City Attorney Luckman sent to a property owner responding to his concerns about the city mowing the property around his pond, weather permitting. Council agreed that if a violation exists and the property owner has failed to abate the nuisance, city employees are directed to proceed as directed to abate the violation.

Councilman Noble reminded council that in the year 2020, the City of Silver Lake will celebrate its 150th Anniversary. He asked council to keep this in mind as he would like the city to host some type of celebration. He distributed a list of events from the 125th Anniversary so council and employees would have some ideas to consider for the celebration.

Councilman Noble told council that he recently discovered that Silver Lake is still listed as a sanctuary city.



Regular session March 4, 2019


Councilman Noble reported that the county is debating privatizing the Shawnee County Waste Department. A meeting to discuss this matter is scheduled for 1:00 P.M., March 6, 2019 if anyone is interested in attending.

With no further business to come before council, Councilman Ross moved to adjourn the meeting at 6:05 P.M. Motion was seconded by Councilman Kampsen and approved.
