The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening December 17, 2018 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Nancy Bryant, Tim Kampsen, Tom Noble, Heath Robinson, Larry Ross (5) Absent: None.
A local property owner was present to address council regarding the development of the land he recently purchased in Silver Lake. City Attorney Luckman explained the development process with the first step being notification to council of the intended use of the property and whether or not there will be a need to rezone.
Motion was made by Councilman Ross and seconded by Councilman Noble that the minutes from the last regular session held on December 3, 2018 be approved as amended.
Claim vouchers in the amount of $20,296.44 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Robinson and seconded by Councilman Noble that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Nancy Bryant, Tim Kampsen, Heath Robinson, Tom Noble, Larry Ross (5) NAY: None. Ordinance was declared passed and was given No. 2412.
Motion was made by Councilman Noble that the Certificates of Deposit maturing at Silver Lake Bank on December 19, 2018 and January 5, 2019 be renewed for a term of thirteen (13) months at an interest rate of 2.55 %. Motion was seconded by Councilmember Bryant and approved.
Public Works Superintendent Taylor reported that he has ordered the salt/sand mixture for ice control.
Chief Call told council that a former Silver Lake resident Jean Taylor recently died and the memorial contributions were made to the Silver Lake Dare Program. The family recently presented the memorial donations to the city. Chief Call and the council appreciates this gesture and their support of this program.
Chief Call also announced that the Silver Lake Police Department has been awarded two (2) bullet proof vests by the Fox4 Active Shooter Vest Telethon. These vests will be presented to Chief Call at a presentation scheduled for January 9, 2019 in Kansas City.
Motion was made by Councilman Noble that city employees receive salary increases effective January 1, 2019. Motion was seconded by Councilman Ross and was then placed on final passage by roll call of the following vote: Nancy Bryant, Tim Kampsen, Tom Noble, Heath Robinson, Larry Ross (5) NAY: None. Ordinance was declared passed and was given no. 2413.
The city has been advised that the workers compensation experience rating will be .90 for 2019.
Mayor Smith reported that Local Government Day at the Capitol is scheduled for January 23, 2019. The League of Kansas Municipalities sponsors this day at the capitol, which includes presentations by legislative leaders and league staff.
The next meeting is scheduled for January 7, 2019 at 5:30 P.M. The following meeting is scheduled for January 23, 2019 at 5:30 P.M.
Chief Call noted that effective in March of 2019, court will be held the first Wednesday of the month.
With no further business to come before council, Councilman Ross moved to adjourn the meeting at 5:45 P.M. Motion was seconded by Councilman Noble and approved.
