The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening March 18, 2013 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Nancy Bryant, David Linderman, Tom Noble, Larry Ross (4) Absent: Tim Kampsen (1).
Motion was made by Councilman Noble and seconded by Councilman Ross that the minutes from the last regular session held on March 4, 2013 be approved as amended.
Claim voucher was submitted to the council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilmember Bryant and seconded by Councilman Noble that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Nancy Bryant, David Linderman, Tom Noble, Larry Ross (4) NAY: None. Ordinance was declared passed and was given No. 2230.
Council was informed that employees were unable to get the hand held meter reading equipment working again. They have contacted Jayhawk Software and this equipment can be replaced for $4,800.00. It would be almost identical to the current equipment, only a newer model. After discussion, motion was made by Councilman Noble that the hand held meter reading equipment be replaced with a DAP CE5000B at a cost of $4,800.00. Motion was seconded by Councilman Ross and approved. Councilman Noble asked Utility Superintendent Kalcik to try and return the battery that was purchased for the old equipment.
Building/Grounds Superintendent Taylor reported that he took his truck to the shop as the transmission has been hesitating. They weren’t able to detect any problems but they did change the transmission fluid. He also noted that he will be having new spark plugs installed sometime this week.
Utility Superintendent Kalcik and Building/Grounds Superintendent Taylor will be attending the 2013 Spring Mosquito Workshop that is being held in Ottawa on April 4, 2013. This workshop is being sponsored by the Van Diest Supply Company.
The city has received a letter from the Kansas Department of Transportation advising that they are now taking applications for its Geometric Improvement Program. This is a highway construction program intended to improve geometric deficiencies on state highway systems within city limits. Utility Superintendent Kalcik will contact the city engineer and ask for an estimated cost for them to assist with the preparation of an application for this program.
Chief Call reported that a K-9 drug search was recently conducted at the high school. Call was happy to report that there were no drugs found during this search. He also mentioned that they have been working on seatbelt enforcement at the school.
Council reviewed the information that the Kansas Department of Transportation provided regarding the Safe Routes to School Program.
Chief Call reminded council that the D.A.R.E. Graduation will be held at 1:30 P.M., April 18, 2013.
Chief Call reported that National Prescription Drug Take-Back Day will take place on Saturday, April 27, 2013. He will be available at Silver Lake City Hall from 10:00 A.M. to 2:00 P.M. to collect these drugs.
Councilmember Bryant reported that she will be unable to attend the council meeting on April 15, 2013.

Mayor Smith will be reading books to the children at the library during the upcoming National Library Week.
City Engineer Alex Darby recently had Mayor Smith sign an additional document for the loan agreement with the Kansas Department of Health & Environment.
The Kansas Department of Health & Environment is hosting a Planning for Water System Emergency Workshop on April 10, 2013. The city employees will not be attending this workshop.
Mayor Smith updated council on recent 2013 Legislative issues.
Mayor Smith reminded council that the next meeting is scheduled for April 1, 2013 at 5:30 P.M. The following meeting will be held on April 15, 2013 at 5:30 P.M.
With no further business to come before council, Councilman Noble moved to adjourn the meeting at 6:00 P.M. The motion was seconded by Councilman Ross and approved.
