The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening April 1, 2019 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Nancy Bryant, Tim Kampsen, Tom Noble, Heath Robinson, Larry Ross (5) Absent: None.

Motion was made by Councilman Ross and seconded by Councilmember Bryant that the minutes from the last regular session held on March 18, 2019 be approved as amended.

Councilmember Bryant presented the monthly financial reports.

Claim vouchers in the amount of $12,065.93 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Noble and seconded by Councilman Kampsen that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Nancy Bryant, Tim Kampsen, Tom Noble, Heath Robinson, Larry Ross (5) NAY: None. Ordinance was declared passed and was given No. 2421.

Motion was made by Councilmember Bryant that $250.00 be donated to the Annual Easter Egg Hunt that has been scheduled for Friday, April 12, 2019 at 6:30 P.M. with a rain/snow date of April 19, 2019 at 6:30 P.M. This event will be held south of the grade school on the practice football field. Motion was seconded by Councilman Kampsen and approved.

Discussion was held concerning the 2019 Street Repair Project. City Attorney Luckman presented the draft bid documents as requested at the last meeting. Council approved these documents that will now be provided to contractors with the bid opening being set for May 6, 2019 at 5:00 P.M. Further discussion on information received from Proseal, Inc. about a Pavement Preservation Program was tabled until a later date. Public Works Assistant Smith indicated that he will proceed with obtaining bids for the concrete portion of the street project.

Chief Call presented the monthly police report.

Public Works Assistant Smith presented the monthly public works report.

Motion was made by Councilman Noble that Jacob Wegner be hired to fill the part time summer help position at a salary of $10.25 per hour. Motion was seconded by Councilmember Bryant and approved.

Public Works Assistant Smith told council that they are still obtaining prices to add chlorine safety mechanisms at the well houses.

A notice has been received regarding the upcoming annual meeting to elect supervisors for Tri-County Drainage District No. 1. No action was taken.

City Attorney Luckman reported that a court case involving the city has been dismissed.

City Attorney Luckman also presented a draft ordinance adding certain provisions regarding the sale of enhanced cereal malt beverage or beer containing not more that 6% alcohol by volume. Further discussion will be held when Chief Call is present and has had time to research certain sections of this proposed ordinance.

Councilman Noble told council that he will not be able to attend the next meeting that is scheduled for April 15, 2019.

Councilman Noble reminded council that in the year 2020, the City of Silver Lake will celebrate its 150th Anniversary. He asked council to keep this in mind as he would like the city to host some type of celebration. Council discussed possible dates for this celebration.

Councilman Robinson has received an inquiry as to what can be built in a C-1 Zoning District. He will have this individual contact Public Works Assistant Smith about this matter.

Councilmember Bryant told council that she will not be able to attend the next meeting that is scheduled for April 15, 2019.

National Prescription Drug Take-Back Day will take place on Saturday, April 27, 2019. Chief Call will be available at Silver Lake City Hall from 10:00 A.M. to 2:00 P.M. to collect these drugs. He briefly explained this drug take-back process.

Mayor Smith reminded council that the Silver Lake D.A.R.E. Graduation is scheduled for May 2, 2019.

There is currently a vacancy on the Silver Lake Planning Commission. Mayor Smith asked council to think of residents that may be interested in filling this vacancy. This member needs to reside outside of but within three (3) miles of the city.

Mayor Smith reminded council that next meeting is scheduled for April 15, 2019 at 5:30 P.M.

With no further business to come before council, Councilman Ross moved to adjourn the meeting at 6:23 P.M. Motion was seconded by Councilman Noble and approved.
