The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening April 1, 2013 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Nancy Bryant, Tim Kampsen, David Linderman, Tom Noble, Larry Ross (5) Absent: None.

Motion was made by Councilman Noble and seconded by Councilmember Bryant that the minutes from the last regular session held on March 18, 2013 be approved.

Councilmember Bryant presented the monthly financial report

Claim voucher was submitted to the council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Noble and seconded by Councilman Ross that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Nancy Bryant, Tim Kampsen, David Linderman, Tom Noble, Larry Ross (5) NAY: None. Ordinance was declared passed and was given No. 2231.

Motion was made by Councilman Noble to authorize the city to enter into a contract with Walters-Morgan Construction, Inc. subject to the approval of all contract documents by City Attorney Hanson. Walters-Morgan Construction, Inc. was the successful bidder for the Silver Lake Sewer System Improvements Construction Project. Motion was seconded by Councilman Linderman and approved.

Motion was made by Councilmember Bryant that the month of April be proclaimed Fair Housing Month in Silver Lake. Motion was seconded by Councilman Noble and approved.

Chief Call presented the monthly police report. He also noted that he has submitted the necessary paperwork for the Bullet Proof Vest Grant.

Utility Superintendent Kalcik presented the monthly public works report.

Council approved Utility Superintendent Kalcik attending the Stage 2 Disinfection Byproducts Compliance Workshop being held this month at Prairie Band Conference Center.

The city has received a letter from the Kansas Department of Transportation advising that they are now taking applications for its Geometric Improvement Program. This is a highway construction program intended to improve geometric deficiencies on state highway systems within city limits. Utility Superintendent Kalcik has contacted the city engineer and asked for an estimated cost for them to assist with the preparation of an application for this program. This matter was tabled until the city engineer has prepared this estimate.

Chief Call reminded council that the D.A.R.E. Graduation will be held at 1:30 P.M., April 18, 2013. This graduation will be held at the high school.

Chief Call also reminded council that National Prescription Drug Take-Back Day will take place on Saturday, April 27, 2013. He will be available at Silver Lake City Hall from 10:00 A.M. to 2:00 P.M. to collect these drugs.

It was reported by Chief Call that the grill lights on the patrol car are not working properly. He will be taking the car to 911 Custom in Overland Park as they installed the lighting system and have said they will make the necessary repairs.

Chief Call asked council if they have a problem with him taking his son to or from school in the event he is getting ready to start or end his shift. Council agreed that this was okay as the school is on his direct route to work.

Councilman Kampsen reported that there are some ongoing concerns about the Highway 24 crosswalks. Council briefly discussed the options available to address these concerns.

Councilman Linderman thanked Chief Call for his assistance on Saturday with the Annual Silver Lake Scholarship 5K Run.

Councilmember Bryant asked Building/Grounds Superintendent Taylor if he has ordered the new holiday decorations. He noted that he has ordered these decorations so we will have them prior to the 2013 holiday decorating season.

Councilmember Bryant reported that she will be unable to attend the council meeting on April 15, 2013 and Mayor Smith reported that he will be unable to attend the meeting on May 6, 2013.

Mayor Smith updated council on recent 2013 Legislative issues.

Council reviewed a transportation update from Kansas Department of Transportation Secretary Mike King.

Utility Superintendent Kalcik and Building/Grounds Superintendent Taylor will be attending the 2013 Spring Mosquito Workshop that is being held in Ottawa on April 4, 2013. This workshop is being sponsored by the Van Diest Supply Company.

On April 17, 2013 Mayor Smith will be reading books to the children at the library to celebrate National Library Week.

Mayor Smith reminded council that the next meeting is scheduled for April 15, 2013 at 5:30 P.M. The following meetings will be held on May 6, 2013 and May 20, 2013 with both of these meetings starting at 5:30 P.M.

With no further business to come before council, Councilman Noble moved to adjourn the meeting at 6:05 P.M. The motion was seconded by Councilman Linderman and approved.
