REGULAR SESSION MONDAY EVENING July 1, 2019

The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening July 1, 2019 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Tim Kampsen, Heath Robinson, Larry Ross, Tom Noble (4) Absent (1)

Mayor Smith opened the meeting with a moment of silence for Councilmember Nancy Bryant.

A member from the public was here to let council know she would be willing to help with the 150-year celebration.

Motion was made by Councilmember Ross and seconded by Councilmember Noble that the minutes from the last regular session held on June 17th , 2019 be approved.

Mayor Smith presented the monthly financial report.

Claim vouchers in the amount of $7,373.20 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilmember Noble and seconded by Councilmember Ross that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Tim Kampsen, Heath Robinson, Larry Ross, Tom Noble (4) NAY: None. Ordinance was declared passed and was given No. 2428.

City Attorney Luckman went over the contract renewal for the city employee’s health coverage. Motion was made by Councilmember Noble to approve the execution of the contract and seconded by Councilmember Robinson and approved.

City Accountant Boxberger was here to discuss the budget for next year. Motion was made by Councilmember Robinson to transfer $200,000 to the Capital Improvement fund and $175,000 to the water sewer reserve fund for the fiscal year ending Dec. 31, 2018.

Motion was seconded by Councilmember Ross and approved. Motion was made by Councilmember Ross effective July 1st, 2019 to close the Bicycle safety account and transfer the money from that account to the DARE account and seconded by Councilmember Noble and approved. Motion was made by Councilmember Ross to move the remaining balance in the nitrate fund to the utility reserve fund and seconded by Councilmember Robinson and approved.

City Accountant Boxberger will be back the next meeting on July 15, 2019 with the changes made to the budget.

City Attorney Luckman updated council on the Housing Authority situation. He also mentioned that the charter ordinance we currently have, for when the elected officials will take office, doesn’t need to be changed.

Public Works employee Smith reported he had some water samples to take this week. Mayer Specialty Services is finished with the sewer jetting.

Police Chief Call stated the fireworks ordinance starts today through July 6, 2019. There will be a parade on July 4th, 2019 starting at the Silver Lake High School at 9:30 A.M. He also mentioned he is investigating some recent break-ins and would like the remind the public to lock car doors and close garage doors.

Councilmember Ross attended the Red, White and Blue Sunday on June 30th, 2019. This event was held at the First Baptist Church.

The next meeting is scheduled for July 15th at 5:30 P.M. The following meeting is scheduled for August 5th, 2019 at 5:30 P.M.

With no further business to come before council, Councilmember Noble moved to adjourn the meeting at 6:48 P.M. Motion was seconded by Councilmember Ross and approved.
