REGULAR SESSION MONDAY EVENING OCTOBER 15, 2012

The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening October 15, 2012 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Nancy Bryant, Tim Kampsen, David Linderman, Tom Noble, Larry Ross (5) Absent: None.

Mr. Bill Hentzler, a Silver Lake resident was present and thanked Chief Call for all of his work in trying to add additional signage at the crosswalks at Chestnut and both Pottawatomie and Lake Street. He appreciates his efforts in trying to make the school crosswalks safer for the children. Mayor Smith reminded everyone that at the November 19, 2012 meeting, Rebecca Pepper, State Bicycle and Pedestrian Coordinator for the Kansas Department of Transportation will be present with information on the Safe Routes to School Program. This program provides funding for pedestrian and bicycle crossing improvements.

Motion was made by Councilman Noble, seconded by Councilmember Bryant and approved that October 21 – 27, 2012, be proclaimed as Friends of Libraries week in Silver Lake, KS and that everyone in Silver Lake be encouraged to join the Friends of the Library

Silver Lake Librarians Cathy Newland and Tracey DeShazo were present to discuss upcoming events at the library to celebrate National Friends of Libraries Week. They also discussed their Kansas Reads to Preschoolers Program. This program is to promote the importance of reading to the young children. She presented council and several employees this year’s book Lola Loves Stories and they volunteered to read at local daycares. Mrs. Newland also thanked the police department for contacting them recently about an issue at the library late at night.

Motion was made by Councilman Ross, seconded by Councilman Noble and approved that the minutes from the last regular session held on October 1, 2012 be approved as amended.

Councilmember Bryant presented the monthly financial report.

Claim voucher was submitted to the council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilmember Bryant and seconded by Councilman Noble that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Nancy Bryant, Tim Kampsen, David Linderman, Tom Noble, Larry Ross (5) NAY: None. Ordinance was declared passed and was given No. 2215.

At the next meeting council will take final action on the 2012 Standard Traffic Ordinance and the 2012 Uniform Public Offense Code. This action was deferred to the next meeting as there is a section of the traffic ordinance that Chief Call would like to discuss with City Attorney Hanson.

Motion was made by Councilman Noble to pass an ordinance adopting the codification of ordinances of the City of Silver Lake. This codification was prepared by the League of Kansas Municipalities. Motion was seconded by Councilman Linderman and was then placed on final passage by roll call of the following vote: AYE: Nancy Bryant, Tim Kampsen, David Linderman, Tom Noble, Larry Ross (5) NAY: None. Ordinance was declared passed and was given No. 2216.

Utility Superintendent Kalcik mentioned a wastewater incident at the city lagoon. He has already scheduled a repair and has contacted the Kansas Department of Health & Environment about this matter.

A letter will be sent to the Shawnee County Clerk requesting that the fees for the mowing/cleanup of a property in Silver Lake be assessed to the property tax rolls as the property owner has failed to pay this fee by the designated date.

Councilmember Bryant mentioned that she will not be able to attend the next meeting scheduled for November 5, 2012.

At the last meeting Councilmember Bryant mentioned that she would like the city to consider purchasing additional holiday lighting decorations. She has reviewed the magazines that Building/Grounds Superintendent Taylor provided her with and she discussed several different options with council. After discussion, Building/Grounds Superintendent Taylor was instructed to contact Westar Energy about adding decorations on four (4) additional poles. Taylor will also look into adding wreaths and some type of lighting to the “Welcome to Silver Lake” monuments. Motion was then made by Councilman Ross, seconded by Councilman Noble and approved that Building/Grounds Superintendent Taylor purchase holiday decorations as discussed with the price not to exceed $2,000.00.

Building/Grounds Superintendent Taylor told council that he has advised the senior citizens that operate the senior meal site at the community building that at this time, the city will not be replacing the roll up window over the kitchen counter.

Mayor Smith reminded council that the next meeting is scheduled for November 5, 2012 at 5:30 P.M. The following meeting will be held on November 19, 2012 at 5:30 P.M.

Mayor Smith reminded council that the annual hotdog roast is scheduled for October 31, 2012 at 5:30 P.M and the Holiday Lighting Ceremony is scheduled for December 11, 2012 at 6:30 P.M.

With no further business to come before council it was moved by Councilman Noble, seconded by Councilman Linderman and approved to adjourn at 6:00 P.M.
