The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening, May 17, 2021, at 5:30 PM with Mayor Mack Smith conducting the meeting and the following Council members present Tom Noble, Heath Robinson, Larry Ross, Brad Bryant, and Tim Kampsen (5). Also, present were City Attorney Todd Luckman, Public Works Utility Superintendent Willie Smith, Police Officer Ashcraft, and Clerk Michelle Brown.
A motion was made by Councilmember Ross and seconded by Councilmember Noble that the minutes from the last regular session on May 3, 2021, be approved as written.
Claim vouchers in the amount of 8,715.63 dollars were submitted to the Council for appropriation. An Ordinance entitled "An Ordinance appropriating money to pay certain claims" was introduced and read at length. A motion was made by Councilmember Noble and seconded by Councilmember Robinson that said Ordinance be accepted as read and was then placed on final passage by a roll call of the following vote: AYE: Tom Noble, Heath Robinson, Larry Ross, Brad Bryant, and Tim Kampsen (5) NAY: None. With no further discussion, Ordinance was declared passed and was given No. 2489.
A Resolution authorizing the discharge of fireworks within the city limits of Silver Lake was presented to Council. Fireworks may be lawfully discharged within the city limits only between the hours of 9:00 AM and 10:00 PM on June 27, June 28, June 29, June 30 and July 1, July 2, 2021, and between the hours of 9:00 AM and 12:00 Midnight on July 3 and July 4, and between 9:00 AM and 10:00 PM July 5, 2021, as well as between 11:50 PM on December 31, 2021, and 12:10 AM on January 1, 2022. A motion was made by Councilmember Noble, seconded by Councilmember Bryant, and approved that this proposed resolution be adopted.
A discussion was held on hiring a Full-Time officer. Discussion tabled for next meeting.
Councilmember Noble and Public Works Superintendent Smith will look at the Community Center and determine where the best place to put a Recycle Bin will be.
Public Works Assistant Smith reported that Jake Wegner has agreed to return this year to fill the Part-Time Summer Help position. Councilmember Noble made a motion that the salary for this position is $11.50 per hour. Councilmember Robinson seconded the motion, and with no further discussion, motion was approved.
Public Works Assistant Smith mentioned that the new school light located HWY 24; has been installed. Also, the new radio read meters have been installed in part of the town.
Council discussed installing some horseshoe pits, but those will not be able to get installed this summer.
The library requested to close part of Madore street on June 12, June 26, and every Tuesday from June – September. Councilmember Noble made motion to approve all three requests. Councilmember Ross seconded the motion, and with no further discussion, motion was approved.
The following meetings are scheduled for Monday, June 7, 2021, at 5:30 PM, and Monday, June 21, 2021, at 5:30 PM.
The City Tree Lighting is scheduled for November 30, 2021, at 6:30 PM.
Councilmember Noble moves that Council recess into executive session for fifteen (15) minutes and reconvene the meeting at 6:15 PM in the conference room at City Hall located at 218 West Railroad in Silver Lake, Kansas.

Councilmember Noble further moves that Mayor Mack Smith, Clerk Brown, and City Attorney Luckman join the executive session to aid the Council in discussing the matter. Councilmember Robinson seconded the motion
and was then placed on final passage by a roll call of the following vote: AYE: Tom Noble, Brad Bryant, Heath Robinson, Larry Ross, and Tim Kampsen (5) NAY: None. With no further discussion, motion carried.
Regular session reconvened at 6:15 PM.
Michelle Brown submitted a letter of resignation from the City Silver Lake. Councilmember Noble made a motion to accept Brown's resignation. The motion was seconded by Councilmember Robinson and approved.
A discussion was held on how to advertise the position.
With no further business to come before Council, Councilmember Noble moved to adjourn the meeting at 6:33 PM. Motion was seconded by Councilmember Robinson and approved.
