REGULAR SESSION MONDAY EVENING DECEMBER 4, 2017
The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening December 4, 2017 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Nancy Bryant, Tim Kampsen, Tom Noble, Heath Robinson, Larry Ross (5) Absent: None.
Mayor Smith welcomed newly hired Part Time City Clerk Michelle Brown.
Motion was made by Councilman Ross and seconded by Councilman Noble that the minutes from the last regular session held on November 20, 2017 be approved.
Councilmember Bryant presented the monthly financial report. She commented that the employees have done a good job in curtailing spending this year.
Claim vouchers in the amount of $9,503.80 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Robinson and seconded by Councilman Noble that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Nancy Bryant, Tim Kampsen, Tom Noble, Heath Robinson, Larry Ross (5) NAY: None. Ordinance was declared passed and was given No. 2381.
Motion was made by Councilmember Bryant that the Certificate of Deposit that matured at Silver Lake Bank on December 3, 2017 be renewed for a term of thirteen (13) months at an interest rate of 1.65 %. Motion was seconded by Councilman Robinson and approved.
Motion was made by Councilman Noble to approve the application for liquor license received from Fox Retail Liquor. Motion was seconded by Councilman Ross and approved.
Motion was made by Councilman Noble to approve the cereal malt beverage applications received from Silver Lake 66, Wehner’s Thriftway and Casey’s General Store. Motion was seconded by Councilman Ross and approved.
Chief Call presented the monthly police report.
Public Works Superintendent Taylor presented the monthly public works report.
Council reviewed a bill received from Clifford Power Systems, Inc. for the installation of a radiator and a new battery charger for Lift Station No. 3. After discussion, council instructed Public Works Superintendent Taylor to contact other generator service companies and obtain an estimate for their services.
Chief Call reported that the Shawnee County Sheriff’s Department and Rossville Police Department have inquired about Silver Lake Police Officer Brad Snyder assisting them by teaching the DARE curriculum in Rossville after the first of the year. Council had no problems with this as Shawnee County Sheriff’s Office assisted Silver Lake when help was needed to teach the DARE curriculum.
Council was reminded that the Annual Tree Lighting Ceremony is scheduled for December 5, 2017 at 6:30 P.M. This ceremony will be held at the Silver Lake Community Building.
Motion was made by Councilman Noble that effective January 1, 2018, the salary for council be increased to $50.00 per meeting and the salary for the mayor be increased to $90.00 per meeting with the mayor receiving an additional $60.00 per month for expenses. Mayor Smith briefly discussed the employee pay increases and year-end bonuses that were approved at the last meeting. Smith told employees that as with healthcare benefits, these increases and benefits are approved on a year to year basis only.
City Clerk Stadler was asked to contact Russ Cobb with the Silver Lake Lions Club and remind him that council would like the contract between the City, Storm Softball and the Silver Lake Lions Club signed and returned by the end of the year.
Mayor Smith asked Public Works Superintendent Taylor if he has made the necessary repairs to the leaking water valve at the intersection of Highway 24 and Sage. Taylor indicated that they have not made this repair yet but they will in the near future.
The Shawnee County Clerk has reported the 2017 Assessed Valuation for the City of Silver Lake.
The city has received no further inquiries from the individual interested in constructing a daycare center on Railroad St. in Silver Lake.
Mayor Smith mentioned some articles in the latest issue of the Kansas Government Journal.
The next meeting is scheduled for December 18, 2017 at 5:30 P.M. The following meetings will be held on January 3, 2018 at 5:30 P.M and January 17, 2018 at 5:30 P.M.
Motion was made by Councilman Noble to enter into executive session at 6:12 P.M. to discuss a personnel matter. Regular session was scheduled to reconvene at 6:17 P.M. Motion was seconded by Councilman Ross and approved.
Motion was made by Councilman Noble that Part Time City Clerk Gowin be recognized with a gratitude gift for all the years of service she has provided to the city. Motion was seconded by Councilmember Bryant and approved.
At the first meeting in January, Councilmember Bryant, Councilman Noble and Councilman Ross will begin their new term as elections were held in November. Councilmember Bryant mentioned that she may not be at this meeting.
With no further business to come before council, Councilman Noble moved to adjourn the meeting at 6:35 P.M. Motion was seconded by Councilmember Bryant and approved.
