REGULAR SESSION MONDAY EVENING JANUARY 22, 2020
The Governing Body of the City of Silver Lake met in regular session at city hall on Wednesday evening January 22, 2020, with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Brad Bryant, Heath Robinson, Larry Ross, Tom Noble (4) Absent: Tim Kampsen (1). Also present were City Attorney Luckman, Police Chief Call, Public Works Superintendent Taylor, Public Works Assistant Smith, Clerk Brown and Assistant Clerk Beam.
Motion was made by Councilmember Noble and seconded by Councilmember Ross that the minutes from the last regular session held on January 06, 2020, be approved as amended.
Claim vouchers in the amount of $4985.57 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilmember Noble and seconded by Councilmember Ross that said ordinance be accepted as read and was then placed on final passage by roll call vote of the following vote: AYE: Brad Bryant, Heath Robinson, Larry Ross, Tom Noble (4) NAY: None. Ordinance was declared passed and was given No. 2445.
A representative from the 150th committee was here to discuss the activities for the Sesquicentennial. The committee needs to install a plug on the electric pole for the band to have enough power to set up the stage. Council permitted the plug to be installed.
Motion was made by Councilmember Noble that the Certificate of Deposit that matured at Silver Lake on December 30, 2019, be renewed for a term of fourteen (14) months at an interest rate of 1.84 %. Motion was seconded by Councilmember Robinson and approved. The interest earned from this CD is for the General Fund.

Motion was seconded by Councilmember Robinson and approved. The interest earned from this CD is for the General Fund.
Motion was made by Councilmember Noble that $500.00 be donated to the 2020 Silver Lake After Prom Committee. Motion was seconded by Councilmember Robinson and approved.
A Proclamation Request was sent to Mayor Smith. Council took no action on the request.
Members of the Lions Club would like to plant some trees at Little Lake Park. Superintendent Taylor will help with this in the spring or fall.
The chlorine room safety items that were discussed in the last meeting were purchased.
Public Works Employee Smith has a bid for a tractor, to replace the John Deere 970. Motion was made by Councilmember Noble to purchase the tractor, not to exceed $42,000. The motion was seconded by Councilmember Ross and approved. The Clerk will discuss with the accountant where to allocate the expense.
D.A.R.E. program will begin on February 14th, 2020. There are materials left over from last year that can be used. Police Chief Call will let council know when more materials need to be ordered.
Motion was made by Councilmember Ross to hire a part-time police officer to start on February 1, 2020, at $18.00 per hour. Motion was seconded by Councilmember Noble and approved.
The Annual Financial statement was presented. Council decided to wait until the 2019 audit is done to transfer any of the free and unencumbered balance from 2019.
Regular session January 22, 2020 cont’d
Motion was made by Councilmember Noble that the city purchase a table for eight (8) at the Silver Lake Public Schools Foundation Breakfast. The total cost of this table is $300.00 with the proceeds of this event being used to support educational programs and projects that directly benefit the students and staff of Silver Lake schools. Motion was seconded by Councilmember Ross and approved. If council would like to attend this breakfast that is scheduled for February 17, 2020, they need to let Clerk Brown know as soon as possible.
Discussion was held on what the process is when there is a delinquent water bill for an apartment complex.
Mayor Smith asked when the Christmas tree under the water tower would be taken down.
The next meeting is scheduled for February 3, 2020, at 5:30 P.M. The following meeting is scheduled for February 17, 2020, at 5:30 P.M.
With no further business to come before council, Councilmember Noble moved to adjourn the meeting at 6:43 P.M. Motion was seconded by Councilmember Ross and approved.
