REGULAR SESSION MONDAY EVENING AUGUST 17, 2020
The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening August 17, 2020 at 5:30 PM with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Heath Robinson, Larry Ross, Tom Noble, Brad Bryant (4). Absent: Tim Kampsen (1) Also present were City Attorney Luckman (by conference call), Public Works Utility Superintendent Smith, Police Chief McCune, Clerk Brown, and Assistant Clerk Beam.
A member of the public was here to discuss a street in town that has multiple addresses. Currently Mariner is addressed as Mariner Drive, Mariner Street and S. Mariner Drive.
Councilmember Kampsen arrived at 5:36 p.m.
After Discussion Councilmember Ross made a motion to approve An Ordinance reestablishing Mariner Drive as it was originally platted; Mariner Drive. Motion was seconded by Councilmember Noble that said Ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Heath Robinson, Larry Ross, Tom Noble, Brad Bryant (4) Abstaining: Tim Kampsen (1) NAY: None. With no further discussion Ordinance was declared passed and was given No. 2468.
Motion was made by Councilmember Noble and seconded by Councilmember Robinson that the minutes from the last regular session on August 3, 2020 be approved as amended.
Claim vouchers in the amount of $6,464.08 were submitted to council for appropriation. An Ordinance entitled "An Ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilmember Noble and seconded by Councilmember Ross that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Heath Robinson, Larry Ross, Tom Noble, Brad Bryant, Tim Kampsen (5) NAY: None. With no further discussion Ordinance was declared passed and was given No. 2467.
Public Works Utility Superintendent Smith gave the Monthly water report.
Mayer Specialty Services LLC has started the sewer cleaning.
Councilmember Ross asked about the crackseal that is left to be done for the street project. Public Works Utility Superintendent Smith said he would call Sunflower and get a timeline of when they think they will get that done.
Police Chief McCune gave an update on the Side Arm bids. Councilmember Robinson made motion to allow the purchase of Side Arms not to exceed the amount of $4,500.00. Councilmember Noble seconded the motion and with no further discussion motion was approved.
Police Chief McCune gave an update on uniform options. Councilmember Robinson made motion to purchase uniforms not to exceed $1,900 seconded by Councilmember Noble and with no further discussion approved.
September 17, 2020 will be a meet and greet with the Police Chief at the Community Center at 6:00 P.M.
The Tree Lighting that is scheduled in December will be discussed at a later date.
The Council has received a letter of resignation from both the Board of Zoning Appeals and the Planning Commission. Councilmember Noble made motion to accept the resignation letter as written seconded by Councilmember Ross and with no further discussion motion was approved.
Regular session August 17, 2020 cont’d.
Discussion on the Halloween Hot Dog Roast was had. Council will table this discussion until the next meeting on September 9, 2020.
Councilmember Noble inquired about the revision of the Job duties and Policy Manual. Mayor Smith noted that he is working on them.
Mayor Smith reported that Engineer Pat Cox will do the capacity study for a Lift Station.
Discussion was held on what to do with the flower bed at the community center. No decision was made.
The next meeting is scheduled for September 9, 2020 at 5:30 P.M. The following meetings are scheduled for September 21, 2020 at 5:30 P.M and October 5, 2020 at 5:30 P.M.
With no further business to come before council, Councilmember Noble moved to adjourn the meeting at 6:23 P.M. Motion was seconded by Councilmember Robinson and with no further discussion motion was approved.
