REGULAR SESSION MONDAY EVENING NOVEMBER 18, 2019

The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening November 18, 2019 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Larry Ross, Tom Noble, Heath Robinson, Tim Kampsen (4). Absent: Brad Bryant (1). Also present were City Attorney Luckman., Police Chief Call, Public Works Assistant Smith, City Clerk Brown and Assistant City Clerk Beam.

Several students from Silver Lake Jr. Sr. High School were present to observe the meeting.

Motion was made by Councilmember Ross to approve the minutes from the last regular session held on November 4, 2019. Motion seconded by Councilmember Robinson and approved.

Claim vouchers in the amount of $6,298.02 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilmember Robinson and seconded by Councilmember Ross that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Larry Ross, Tom Noble, Heath Robinson, Tim Kampsen (4) NAY: None. Ordinance was declared passed and was given No. 2440.

Council discussed the current contract with Storm Softball and the Silver Lake Lions Club. It was agreed that there are no changes that need to be made to the current contract this year. Although, council would like Public Works Superintendent Taylor and Public Works Assistant Smith to make sure they meet the contract stipulations next year, especially in regards to mowing and grounds upkeep. Motion was then made by Councilmember Noble to accept this contract as amended. Motion was seconded by Councilmember Robinson and approved.

The 150-year Committee presented a request to hold some of the activities on city property. Council discussed the possibilities and directed Councilmember Noble to ask the committee some questions to clarify some concerns before making any decisions.

Public Works Assistant Smith asked council to adopt Resolution No. 2019007 “Adopting the Kansas Homeland Security Region J Hazard Mitigation Plan.” Motion was made by Councilmember Noble and seconded by Councilmember Robinson to adopt Resolution 2019007. Motion was approved

Christmas lights will be up this week.

Salt and sand will be delivered Thursday.

Public Works Assistant Smith is in contact with a company to do some concrete work.

Police Chief Call nothing to report.

Discussion was held about the tree lighting.

Councilmember Robinson had some concerns of a landowner having piles of ruble on their property. Public Works Assistant Smith thought maybe the owner is using it as fill. City Attorney Luckman is going to look into the ordinances.

The barricades at 501 Lakeland, where drainage was being worked on, are still up because more work needs to be done.

Municipal Court will be held Wednesday, December 4, 2019.

The Annual Tree Lighting is on December 3, 2019 at the community center at 6:30 P.M.

The next meeting is scheduled for December 2, 2019 at 5:30 P.M. The following meeting is scheduled for December 16, 2019 at 5:30 P.M.

Motion was made by Councilmember Noble to recess into executive session at 6:00 P.M., to discuss personnel matters. The session will be for 15 minutes and the open meeting will resume in the city hall at 6:15 P.M. Motion was seconded by Councilmember Robinson and approved.

Public meeting reconvened at 6:15 p.m.

Motion was made by Councilman Kampsen to enter into executive session at 6:16 p.m. to discuss personnel matters. Regular session was scheduled to reconvene at 6:25 p.m. in the city hall building. Motion was seconded by Councilman Robinson and approved.

The public meeting reconvened at 6:25 p.m.

Motion was made by Councilman Noble to approve year-end bonuses for city employees as recommended by council and to designate Tuesday, December 24, 2019 as a holiday. Motion was seconded by Councilman Robinson and approved.

Motion was made by Councilman Noble to approve salaries effective January 1, 2020 for city employees as recommended by council. Motion was seconded by Councilman Ross and approved.

With no further business to come before council, Councilman Noble moved to adjourn the meeting at 6:30 p.m. Motion was seconded by Councilman Ross and approved.
