The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening April 15, 2019 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Tim Kampsen, Heath Robinson, Larry Ross (3) Absent: Nancy Bryant, Tom Noble (2).
A Silver Lake resident was present to express his concerns regarding the number of cats that are roaming his neighborhood. Chief Call agreed that there is a problem with cats in this area but the city does not have rules or regulations relating to cats. Call indicated that he would contact animal control regarding this matter. He will also make contact with a cat organization in Topeka that may assist with controlling the cat population.
David Bahm was present and submitted an Application for a Flood Plain Development Permit. With this permit he is just asking for permission to place fill on his property. City Attorney Luckman will review this information and proceed accordingly. Mr. Bahm also asked if he could proceed with grading the rock on this property so he can control the weeds. City Attorney Luckman indicated that this would be allowable.
Motion was made by Councilman Ross and seconded by Councilman Kampsen that the minutes from the last regular session held on April 1, 2019 be approved.
Claim vouchers in the amount of $4,735.87 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Ross and seconded by Councilman Robinson that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Tim Kampsen, Heath Robinson, Larry Ross (3) NAY: None. Ordinance was declared passed and was given No. 2422.
Motion was made by Councilman Robinson that an ordinance be adopted amending Chapter 111 of the City Code of Silver Lake by adding certain provisions regarding the sale of enhanced cereal malt beverages and/or beer containing not more than 6% alcohol by volume and repealing all ordinances in conflict therewith. Motion was seconded by Councilman Ross was then placed on final passage by roll call of the following vote: AYE: Tim Kampsen, Heath Robinson, Larry Ross (3) NAY: None. Ordinance was declared passed and was given No. 2423.
A Silver Lake property owner has asked Public Works Superintendent Taylor if he can travel down a utility easement in order to move a storage shed onto property that he recently purchased. City Attorney Luckman advised that prior to doing this the owner will need to get permission from the owners of the property that he will cross or it will be considered trespassing.
Chief Call told council that a resident that was in violation of the pool/fence ordinance has taken care of the violation and the matter has been dismissed in Silver Lake Municipal Court.
Discussion was held concerning a storm drain on an empty lot located at the west end of Lakewood Terrace. The city has received a complaint that a large sink hole at the end of this drain is causing a public safety issue. Public Works Superintendent Taylor reported that City Engineer Pat Cox will be at the next meeting to report on this matter.
Council was advised that the various weeds, foliage and other overgrowth growing around the pond located near South Rice Road has been abated. It was noted that the ownership of this property has changed.
Mayor Smith reported that the Silver Lake Easter Egg Hunt went well and the attendance was good. It was noted that this event will be organized by someone different next year.

National Prescription Drug Take-Back Day will take place on Saturday, April 27, 2019. Chief Call will be available at Silver Lake City Hall from 10:00 A.M. to 2:00 P.M. to collect these drugs. He briefly explained this drug take-back process.
Mayor Smith reminded council that the Silver Lake D.A.R.E. Graduation is scheduled for May 2, 2019.
The next meeting is scheduled for May 6, 2019 at 5:30 P.M. The following meeting is scheduled for May 20, 2019 at 5:30 P.M. Also, bid letting for the 2019 Street Repair Project is scheduled for 5:00 P.M., May 6, 2019. Mayor Smith and Councilman Robinson both indicated that they may be a little late on May 6, 2019 and Robinson may not make it at all.
Motion was made by Councilman Ross to enter into executive session at 6:05 P.M. to discuss personnel matters. Regular session was scheduled to reconvene at 6:10 P.M. Motion was seconded by Councilman Robinson and approved. City Attorney Luckman, City Clerk Stadler and Assistant City Clerk Brown were present during this executive session.
The regular session resumed at 6:10 P.M.
Motion was made by Councilman Robinson that City Clerk Stadler be authorized to hire the appropriate candidate for the Part Time Custodian position at a monthly rate of $350.00. Motion was seconded by Councilman Kampsen and approved.
Motion was made by Councilman Robinson that City Clerk Stadler be authorized to hire the appropriate candidate for the Part Time City Clerk position at an hourly rate of $13.00. Motion was seconded by Councilman Ross and approved.
With no further business to come before council, Councilman Ross moved to adjourn the meeting at 6:10 P.M. Motion was seconded by Councilman Kampsen and approved.
