REGULAR SESSION MONDAY EVENING NOVEMBER 17, 2014
The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening November 17, 2014 with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Nancy Bryant, Tim Kampsen, David Linderman, Tom Noble, Heath Robinson (5) Absent: None.
Motion was made by Councilman Noble and seconded by Councilman Robinson that the minutes from the last regular session held on November 3, 2014 be approved.
Claim voucher was submitted to the council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilman Robinson and seconded by Councilman Noble that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Nancy Bryant, Tim Kampsen, David Linderman, Tom Noble, Heath Robinson (5) NAY: None. Ordinance was declared passed and was given No. 2283.
Motion was made by Councilmember Bryant to approve the written request received from Shawnee County Parks & Recreation to use the community building and city park for several programs in 2015. Motion was seconded by Councilman Noble and approved.
Chief Call presented the monthly police report.
Public Works Superintendent Taylor recently had electrical maintenance completed on Lift Station No. 1. He also noted that Lift Station No. 3 will not transfer to the generator and he has contacted Kelly Electric about addressing this issue.
Council approved the purchase of security software for the computers at the shop with the price not to exceed $89.00.
Public Works Superintendent Taylor reported that Public Works Assistant Smith’s six (6) month probation ends on November 16, 2014.
City Attorney Luckman has received a response from Shawnee County District Attorney Chad Taylor in regards to the letter he sent him discussing a possible policy to deal with individuals that are arrested by the city and are being held on county charges. Council directed Chief Call to contact City Attorney Luckman to discuss this letter.
Chief Call reported that the snow tires have been installed on the police cars and that they are ready for the upcoming winter season.
A letter has been received from the Kansas Department of Health & Environment requesting the submittal of public water supply system infrastructure improvement projects to be considered for low interest loan financing through the Kansas Public Water Supply Loan Fund. No action was taken.
Councilman Robinson reported that Westar Energy Green Team with the assistance of the local boy scouts planted trees in Little Lake Park on November 13, 2014. Robinson thanked Public Works Superintendent Taylor for his assistance with this project. Council appreciates the Westar Energy Green Team’s efforts in providing and planting these trees.
An executive session will be held at the end of the meeting to discuss employee salaries and benefits for 2015.

The Annual Tree Lighting Ceremony is scheduled for December 2, 2014 at 6:30 P.M. This ceremony will be held at the Silver Lake Community Building.
Councilmember Bryant and Councilman Robinson will not be able to attend the next meeting. Mayor Smith reminded other members to contact City Clerk Stadler if they are unable to attend as we need to be assured a quorum.
Councilman Linderman reported that there is a beaver dam causing a slight backup near the lagoon. Public Works Superintendent Taylor was asked to contact someone with the local drainage district about this matter.
Motion was made by Councilman Noble to enter into executive session at 5:45 P.M. to discuss personnel matters. Regular session was scheduled to reconvene at 6:00 P.M. Motion was seconded by Councilman Linderman and approved.

Motion was made by Councilman Robinson to approve year-end bonuses for city employees as recommended by City Treasurer Bryant and to designate Friday, December 26, 2014 as a holiday. Motion was seconded by Councilman Noble and approved.
Motion was made by Councilman Noble to approve salaries effective January 1, 2015 for city employees as recommended by City Treasurer Bryant. Motion was seconded by Councilman Robinson and approved.
Motion was made by Councilman Noble to increase the salary of the Public Works Assistant upon completion of probation by fifty (50) cents effective November 17, 2014. Motion was seconded by Councilman Linderman and approved
With no further business to come before council, Councilman Noble moved to adjourn the meeting at 6:25 P.M. Motion was seconded by Councilman Linderman and approved.
