REGULAR SESSION MONDAY EVENING August 05, 2019
The Governing Body of the City of Silver Lake met in regular session at city hall on Monday evening August 05, 2019 with Mayor Smith conducting the meeting and the following Councilmembers present: Tim Kampsen, Heath Robinson, Tom Noble (4) Absent: Larry Ross (2)
Mayor Smith announced the appointment of Brad Bryant to fill the vacant seat on the council. Motion was made by Councilmember Noble and seconded by Councilmember Kampsen to approve the appointment. Motion was approved.
Brad Bryant was sworn in as a Councilmember.
Motion was made by Councilmember Robinson to accept the recommendation received by Mayor Smith to appoint Councilmember Bryant to serve as the Finance commissioner and City Treasurer. Motion was seconded by Councilmember Noble and approved.
Mayor Smith asked Councilmember Noble to be on the Silver Lake Housing Authority Board. Councilmember Noble accepted.
The attention of all present was called to the published notice given for this hearing. There was nobody present to question the published budget. Motion was made by Councilmember Noble, seconded by Councilman Robinson and was then placed on final passage by roll call of the following vote: AYE: Tim Kampsen, Tom Noble, Heath Robinson, Brad Bryant (4) NAY: None. Budget approved and accepted as published.
Motion was made by Councilmember Noble and seconded by Councilmember Robinson that the minutes from the last regular session held on July 15th, 2019 be approved.
Mayor Smith presented the monthly financial report. Councilmember Noble inquired what the proper protocol would be if we wanted to transfer money from one fund to another. City Attorney Luckman advised council what the action would need to be.
Claim vouchers in the amount of $49,016.85 were submitted to council for appropriation. An ordinance entitled "An ordinance appropriating money to pay certain claims" was introduced and read at length. Motion was made by Councilmember Robinson and seconded by Councilmember Noble that said ordinance be accepted as read and was then placed on final passage by roll call of the following vote: AYE: Tim Kampsen, Tom Noble, Heath Robinson, Brad Bryant (4) NAY: None. Ordinance was declared passed and was given No. 2430.
City Engineer Pat Cox was here to discuss the Storm drainage on Lakewood Terrace. Because of the rain we have had this summer, the project will need to wait until spring. We will need to hire a contractor to dig up the drain and the City Engineer will design as the work is being done. The estimated cost is not to be more than $11,000.
Police Chief Call discussed an event that someone from the public wants to have on Madore St. and the process for getting permits.
Police Chief Call reported he has been changing up the shifts the police officers are working to discourage break-ins.
Public Works Employee Smith reported the water usage was down and they have been doing more locates than normal for this time of year.

Public Works Employee Smith noted that the sand, from the snow and ice removal this winter, is not washing away and would like for Delta Sweeping to come in and clean the streets.
Motion was made by Councilmember Noble that Delta Sweeping Co. be hired to sweep the city streets. Motion was seconded by Councilmember Robinson and approved.
Councilmember Robinson asked that the street sweeping be advertised and put on the city website.
Police Chief Call reported that court is this Wednesday the 7th at 5p.m. Football games start September 6th. The police department has been asked to do security and the city will bill accordingly.
Police Chief Call has been waiting for a bullet proof vest grant to open, but it has not yet opened and he would like to go ahead and purchase the bullet proof vests. He would need two and they are $950.00 each.
Motion was made by Councilmember Noble to purchase the Bullet proof vests, but not to exceed $2000.00. Motion was seconded by Councilmember Robinson and approved.
Discussion was held on who we will have do the audit and budget next year. No decision was made at this time.
City Attorney Luckman updated council on an application to re-plat and rezone some property in town.
Mayor Smith noted that some committees were forming for the 150-year celebration. This event could possibly be held the second Saturday in June of 2020
Next meeting on August 19th, 2019 at 5:30 P.M. and the meeting following will be September 4th, 2019 , at 7 P.M.
With no further business to come before council, Councilmember Noble moved to adjourn the meeting at 6:38 P.M. Motion was seconded by Councilmember Robinson and approved.
