REGULAR SESSION MONDAY EVENING August 2, 2021

The Governing Body of the City of Silver Lake met in regular session at City Hall on Monday evening August 2, 2021, at 5:30 PM with Mayor Mack Smith conducting the meeting and the following Councilmembers present: Brad Bryant, Tom Noble, Heath Robinson, Larry Ross (4). Also present were City Attorney Todd Luckman, Police Chief Marc McCune, Public Works Utility Superintendent Willie Smith, City Clerk Liz Steckel, and Assistant Clerk Marie Beam.

A motion was made by Councilmember Ross and seconded by Councilmember Noble that the minutes from the last regular session on July 19, 2021, be approved as written.

Councilmember Bryant presented the monthly financial report.

Councilmember George Lambert arrived at 5:33 PM.

Claim vouchers in the amount of 41,741.87 dollars were submitted to the Council for appropriation. An Ordinance entitled "An Ordinance appropriating money to pay certain claims" was introduced and read at length. A motion was made by Councilmember Noble and seconded by Councilmember Ross that said Ordinance be accepted as read and was then placed on final passage by a roll call of the following vote: AYE: Brad Bryant, George Lambert, Tom Noble, Heath Robinson, and Larry Ross (5) NAY: None. With no further discussion, Ordinance was declared passed and was given No. 2497.

The Lakeland Subdivision replat was discussed. There were concerns about the current Homeowners Association Rules still being enforced. City Attorney Luckman agreed to amend the minutes of the Planning Commission to reflect these concerns. The discussion was tabled to the next meeting to provide time for research on the Home Owners Association Covenants.

The City of Silver Lake’s Capital Improvement Plan was discussed. Councilmembers noted that there will be an annual transfer to the plan if funds are available. Councilmember Noble motioned to approve the Capital Improvement Plan. The motion was seconded by Councilmember Ross, and with no further discussion, the motion carried.

City Accountant Tyler Boxberger was present to discuss the first draft of the 2022 Budget. Council directed Accountant Boxberger to make changes to the budget and bring a revised budget to the August 16, 2021 meeting.

Police Chief McCune reported data from other cities in regards to enforceable Utility Task Vehicle (UTV) laws. Council requested City Attorney Luckman in conjunction with Police Chief McCune to draft an ordinance for the August 16, 2021 meeting regarding the use of Utility Task Vehicles (UTVs) in the City of Silver Lake.

The Water Meter Ordinance was tabled to the next council meeting.

Councilmembers recommend that all current Shawnee County Covid 19 precautions be followed as stated until further notice.

Police Chief McCune presented the monthly police report.

Chief McCune would like to thank local resident Justin Wolfe for his donation to the school crossing guard program.

Public Works Utility Superintendent Smith presented the monthly public works report.

Public Works Utility Superintendent Smith would like to thank the Silver Lake Police Officers for their help with traffic as the Public Works Department painted crosswalks.

The next meeting is scheduled for Monday, August 16, 2021, at 5:30 PM. The following meetings are scheduled for Wednesday September 8, 2021, at 5:30 PM, and September 20, 2021, at 5:30 PM.

With no further business to come before Council, Councilmember Noble moved to adjourn the meeting at 7:51 PM. Councilmember Robinson seconded the motion, and with no further discussion, the motion carried.
